Srinagar- Hours after Srinagar Mayor, Junaid Mattu, made announcement regarding closure of all schools within SMC limits, Divisional Commissioner Kashmir Baseer Ahmad Khan on Wednesday said decision of “closing or keeping open” the educational institutions was administrative matter to be decided only by the government.
Mattu, quoting special set of statutory provisions, had ordered closure of all educational institutions, public clubs, sports clubs, indoor and open stadiums, coaching centers within Srinagar City Limits till further orders. “The order within SMC limits takes effect from tomorrow,” Mattu had said in a tweet.

However, the divisional commissioner Baseer Ahmad Khan said that it was an “administrative decision and for it, there has to be a government order.
He said “the suggestions” put forth by SMC Mayor will be discussed in a meeting convened by the Chief Secretary.
“It is for the Chief Secretary to decide and nobody can take a decision on it. We are here to implement orders from the government,” he said.
Reacting to this, Mattu said that there was “No requirement of stamp from any quarter” and that the “law was clear and unambiguous.”
“These decisions are binding within SMC limits under section 285 of The JKMC Act,” he tweeted along with the picture of the Bare Act of J&K Municipal Corporation Act, 2000, with reference to “Special measures in case of out-break of dangerous or epidemic disease (or threatened by an outbreak.”
These decisions have been taken under Section 285 of the J&K Municipal Corporation Act, 2000 – “Special measures in case of out-break of dangerous or epidemic disease (or threatened by an outbreak”.
The resolution has been passed unanimously.
There is no scope for confusion.
