The state administration might have done a lot for teachers, but it still hasnt been enough. A lot of teachers employed under the Rehbar-e-Taleem scheme are still in limbo. It has been months since a committee was formed to resolve the issues of the undergraduate teachers who were not considered eligible for Grade II posts.
The Rehbar-e-Taleem scheme was a state owned scheme according to which, a teacher, after rendering five years of satisfactory service on a meager honorarium of ?1500 to ?3000, would get regularized. Thousands of teachers got regularized, but, because the state government decided to pay them from the Sarva Shiksha Abhiyan (SSA), according to which a teacher had to be recruited on a contractual basis for a limited period, it did not bode well for the teachers. Due to the difference in recruitment rules between the SSA and the Rehbar-e-Taleem, teachers were being paid irregularly and thus wanted their salaries from state sector.
After the Teachers Joint Action Committee (TJAC) protested, a working committee was formed, which submitted its report, and the State Administrative Council (SAC) decided to link the salaries of thousands of Rehbar-e-Taleem teachers to the state sector and were designated as Grade II teachers. But the decision was made applicable to only graduates and above qualification holders. The undergraduate teachers were not considered eligible for Grade II posts and for them another working committee was immediately made to submit it’s report within a month’s time to resolve the issue.

It is also unfortunate that the non-regularized teachers who have completed their five years tenure two years back are sailing in the same boat. They are still receiving a meager monthly honorarium of ?3000 even though they should have started receiving a full salary two years back.
On the eve of Eid-ul-Fitr, the government released only a month’s salary to them, which seems like rubbing salt into their wounds.
