SRINAGAR The Jammu and Kashmir High Court on Wednesday directed the Commissioner Srinagar Municipal Corporation to take effective steps for improving city sanitation and curb the menace of stray dogs by reducing the availability of energy rich garbage to the canines.
Hearing a Public interest litigation, a division bench of the court recorded the submissions of counsel for petitioner advocate Mian Tufail Ahmad who submitted that the garbage is dumped in and around various schools, hospitals, hotels and centre points of city which is root cause for increasing the menace of stray dogs.
However, counsel for SMC informed the court that the steps have been taken to curb down the menace of stray dogs.
With regard to availability of anti-rabies, the court was informed that the same is being procured from the J&K Medical Supplies Corporation Limited and on collection same is supplied to the department of Health Services and provided to the needy people at Sub District Hospitals and Primary Health Centers.
The court in January last year directed the Health department to inform it by the next date of hearing about the availability anti-rabies vacancies and human rabies immunoglobulin injections in all dispensaries and hospitals in the state.
In January last year, the High Court had also directed the SMC to inform the court about the time within which the civic body would sterilize all the dogs of the Srinagar city. The court had also directed the SMC to take help from Animal Welfare Board for providing expertise for catching the dogs so that they are sterilised and immunised. The High Court had also directed Housing and Urban Development Department (H&UDD) to provide required finance assistance to SMC for controlling the menace of stray dogs in the summer capital.
The Court had said if there are 40,000 to 45,000 dogs in the Srinagar city as indicated by the SMC, it would be inadequate for such an extremely large number of dogs.
