SRINAGAR Senior politician Sharad Yadav Thursday called the dissolution of State Assembly a “murder of democracy”.
Governor Satya Pal Malik abruptly dissolved the state assembly Wednesday night, hours after the PDP staked claim to form a government with backing of the rival NC and the Congress.
The state assembly had been put in suspended animation since June 19 after the BJP withdrew from the Mehbooba Mufti-led coalition government.
“Democracy has been murdered in J&K by dissolving the assembly. I oppose and condemn the dissolution,” said Yadav, currently heading his political outfit Loktantri Janata Dal, which he formed after parting ways with Bihar Chief Minister Nitish Kumar-led janata Dal (United) in 2016.
The seven-term Lok Sabha MP said the governor’s action was evidently biased when an alliance of the major parties had staked claim to form the government.
Yadav also found fault with the government’s decision to hold the urban and rural civic body polls in the state, terming it as a “mockery of democracy” as, he said, the elections had been held without participation of major political parties in the state.
Yadav said the BJP neither cares for the Constitution nor it has any respect for various institutions of the country.
“What is the meaning of an election when the people’s mandate was to be butchered by dissolving the assembly? Similarly there is no meaning of the local bodies polls when the major political parties did not participate in it,” he added.
He said whatever is happening during the BJP’s regime is against the democracy and mandate of the people.
“People are fed up with the state of affairs in the country. I am unable to understand why the ruling party is not mending its way despite criticism of their actions by people from all walks of life,” he added.
He said he would like to advise the government of India and the ruling party to adhere to the norms laid down in our Constitution and do not play petty politics for the sake of being in power.
Guv Dissolves J&K Assembly In Haste: Tarigami
The decision of Governor Satya Pal Malik to dissolve State Assembly was taken in haste and not keeping in mind the constitutional spirit, CPI(M) leader M Y Tarigami said here on Thursday.
The governor abruptly dissolved the state assembly Wednesday night, hours after the PDP staked claim to form a government with the backing of rival NC and the Congress. This was followed by another bid from the two-member People’s Conference which claimed the support of the BJP and 18 legislators from other parties.
“The decision was taken in haste and not keeping in mind the constitutional spirit. Why was not the Assembly dissolved when the previous coalition government fell in June?” Tarigami told reporters.
The MLA from Kulgam said the aim of keeping the assembly in suspended animation was probably to find possibilities to form a new alliance.
“But no party came forward for forming the government till yesterday and the Assembly continued to remain in suspended animation. When major political parties started consultations for the government formation and when PDP, which was the single largest party in the outgoing Assembly, reportedly staked claim to form the government, the Assembly was dissolved in haste,” he said.
Tarigami said the options before the Governor were to provide an opportunity to the new alliance to be heard and discuss the contours of the new alliance with them.
“But the BJP Government in Delhi got so unnerved with the talks for formation of a popular government in infancy stage, that they dissolved the state assembly,” he claimed.
“Unfortunately, constitutional procedures were not followed. The Governor, who had declared days ago that the assembly would not be dissolved, lost no time in going for dissolution,” he added.
Defending his decision to dissolve the Jammu and Kashmir Assembly, Governor Satya Pal Malik Thursday claimed “extensive horse-trading” was going on and it would have been impossible for parties with “opposing political ideologies” to form a stable government.
Malik said he had acted in the state’s interest and according to its constitution. He dismissed allegations that he was acting on the Centre’s directions and said had this been the case, their side (BJP, People’s Conference) would have been called for government formation.
CPI (M) is more concerned about the principles involved. This procedure has been adopted in the past also which eroded the trust of common people in democratic institutions. Maybe the Governor took the decision on the instructions of the ruling party in New Delhi. Unfortunately, whatever suites ruling party in Delhi is being imposed in Jammu and Kashmir and Governors latest step only confirms it, he said.
Assembly Dissolution Murder Of Democracy: Hakeem
Chairman Peoples Democratic Front (PDF) and MLA, Hakeem Yaseen, Thursday said that dissolution of Legislative Assembly was an undemocratic exercise as serious efforts were underway in the state to cobble up a civilian government in the state.
Hakeem said by dissolving the state assembly the Centre has once again committed murder of democracy in the socio-politically super sensitive restive state to satiate its petty interests.
In a statement, the PDF chairman also said that the dissolution of state assembly in an ambiguous way amounts to murder of democracy adding that this would further add to the existing mistrust among the people of the state towards mainstream politics.
He said by dissolving state assembly, Center has once again committed murder of democracy in the state. It shows center has learnt no lesson from its past mistakes and it does not want to respect mandate of the people of the state.
Hakeem cautioned that undemocratic exercise to satiate petty political gains would have serious repercussions on the state verses Center relations given the fragile and super sensitive socio-political position of the state.
Center ought to restraint from playing vote bank politics in the restive state and work towards winning hearts and minds of the people, he said, adding that respecting people’s mandate was imperative to win lost trust of states people.
Decision To Dissolve Assembly Unconstitutional: Er Rasheed
Calling the dissolution of State Assembly by Governor Satya Pal Malik as a match-fixing between various stakeholders, independent lawmaker and Awami Ittehad Party (AIP) president, Er Rasheed, has said that it has yet again proven that the democracy was subverted in Jammu and Kashmir.
In a statement, Rasheed said, While Governors decision to dissolve the Assembly was unconstitutional and immoral following what NC, PDP, and Congress claimed as hectic efforts to form the government, the reaction and response to Governors decision by the constituents of Grand Alliance is disgusting and disappointing.
He said that former CM and NC president, Farooq Abdullah, without wasting a second welcomed Governors move and Congress leadership started retracting on their statements. PDP by not challenging the Governors decision in the Court got itself exposed to the real designs it had planned to achieve through this drama. It is obvious that none of the three constituents wanted to form the government and by just posturing themselves as defenders of Article 35-A and 370 they were addressing their own constituencies and executing the plan to keep Sajad Lone away from breaking PDP and forming the government.
Rasheed added that NC patron Farooq Abdullahs decision to welcome dissolution of Assembly is ample proof to conclude that NC had a total understanding with the governor and the New Delhi and even PDP seems to have given its consent for dissolution of Assembly behind the curtains only to keep its folk together.
He said, it is obvious that BJP didnt want to annoy Sajad Lone too and citing the pressure building tactics by so-called grand alliance as the reason, New Delhi took him on board to dissolve Assembly and saved PDP also from getting divided into few groups.
By dissolving Assembly, Governor had obliged NC leadership as well, as under no circumstances NC would have liked a PDP man as Chief Minister. It is crystal clear that both NC and PDP have yet again fooled the masses and are adamant with their egos and have one point agenda to grab power, otherwise New Delhi would never have dared to execute the murder of democracy.
Rasheed added that it is obvious that under a well-crafted plan scripted in New Delhi, masses have been encouraged to shift their sympathies back towards New Delhis proxies like NC and PDP so that not only coming elections are made a success but the interests of NC and PDP are also safeguarded.
Rasheed asked people to introspect and defeat the nefarious designs of New Delhi and its extension wings in J&K by understanding the fact that these so-called regional parties have just one point agenda to grab power, irrespective of the fact whatsoever it may cost to Kashmiris.
