Jammu and Kashmir is an internationally recognized dispute sharing concerns of three Asian giants China , Pakistan and India. This territorial dispute is most reflected in Indian part of Kashmir. The instrument of accession and the events followed thereafter eroded the initial agreement of Plebiscite. Although UNSC resolved that the dispute be settled in accordance with UN supervised Plebiscite but the non seriousness of Indian establishment in Delhi has subverted whole story to another extreme end. The initial war in 1947 paved way to separation of part of Kashmir in north from Indian control and the capturing of Aksai Chin by China subsequently reduced the territory under Indian hands to mere 45% of required area. What lies at the core of matter is the breach of trust and promise by Indian establishment. The recent year on year protest periods with severe human rights violations is new story. The killings spree started right from 80s seems unstoppable. Theres a steep rise in the domestic support for militancy on one hand and the two countries seem uninterested to solve the dispute amicably.
The major obstacle in dialogue resumption is the third party interference and proxy war led by intelligence agencies. Among others the lack of commitment from leadership of either country proves disastrous. It only becomes the vote bank politics at elections. The leaders on other side campaign to take Kashmir from Indian hands while as those in our side oblige to integrate the state fully into Indian union. Thereafter the poll planks are soon forgotten and the whole issue is shelved.
Two countries ought to take the dialogue seriously and that too at ministerial level. The NSA meetings or the Secretary level talks arent going to fetch results. These meetings cant be expected to resolve the dispute but rather to calm down the hype.
The recent announcement that Foreign Ministers would meet on the sidelines of UN meet and the subsequent cancellation speaks volumes about commitment on either side. Unless and until steps are taken and the arrangements put in place , theres no hope of resumption of dialogue in near future.
The soil of Kashmir is turning red by each passing day. The continuous turmoil and subsequent hardships faced by millions of Kashmirs shall be taken into consideration from humanitarian point of view. The universal dictum of fits so well which goes Happiness doesnt lie in success but in the effort. If you love what you are doing you will be successful. So the effort towards the dialogue is the first and foremost step for formal resumption of dialogue else the bilateral relationship of countries will endanger whole of South Asia one day. The belligerence of Pakistan may prove disastrous and the intransigence of India is a disaster in making. The allegiance of allies and counter allies will entangle whole world into what could be unfortunate WWIII if I am not exaggerating. Therefore the saner elements in both the countries should lobby for a political dialogue to settle the seven decades old dispute once and for all. The sooner its done the better it is.
