SRINAGAR With the commencement of the Governor Rule in Jammu and Kashmir one was hoping that transfer industry will cease to exist, but even under Governor Rule, Officials at the helm of affairs have prematurely transferred scores of bureaucrats-something which is taking a toll on governance and decision-making in the trouble torn State.
A general complaint is that there is political pressure at all stages and some unauthorized persons are calling the shots even under Governor Rule.
There are various officers who have been transferred three or four times in a year and others who have been retained because of the monetary considerations, sources said.
Believe it or not, an IAS officer from Ladakh Division of Jammu Kashmir MD Khan was transferred thrice in 9 months and right now he has taken charge of his fourth assignment as Commissioner Secretary ARI and Trainings.
Khan was posted as member Special Tribunal earlier this year. After four months he was transferred and posted as Commissioner Secretary Food Civil Supplies and Consumer Affairs. Again after the expiry of three months he was transferred and appointed as Commissioner Secretary Department of Agriculture.
Frustrated Khan is mulling to approach court challenging Governments hegemony, well places sources said. If sources are to be believed, Khan was removed as Commissioner Secretary Food Civil Supplies and Consumer Affairs after he unearthed fertilizer scam and took up the matter with the government of India.
Under the transfer policy, minimum tenure of a government employee (officer) on a post should be two years and a maximum of three years. As per reports, around 50 IAS and IPS officers were shifted without completing the minimum term at their respective postings.
A couple of months back Modi led New Delhi Government had taken a strong note of governments patronage to the transfer industry in Jammu and Kashmir.The Centre had received serious complaints about the way frequent transfers were taking place in the state administration and the police department for political and monetary considerations.
Transfer Industry in Jammu and Kashmir flourished during Omar Abdullah led Government while his successor continued to pursue the same policy and gave a boost to this illegal Industry. Even now, when the state is under Governor Rule, this Industry has not shown any signs of decline. (CNS)
