SRINAGAR Denial of report by one-man Commission of Inquiry (CoI) headed by Justice (retd) M L Koul into the killings during 2010 unrest is betrayal to victims and against accountability and transparency of the government, noted human rights lawyer Pervaz Imroz said. Victim families, who participated in the proceedings also pooh-poohed the governments decision not to make the report public in national interest and security.
The victims who have been seeking report have been denied it. Tufail Matoos father, Ashraf Matoo and others have been denied it. Not disclosing Koul Commissions report is a betrayal to victims who have participated in proceedings and its against accountability and transparency of the government, Imroz told Kashmir Observer.
Appointment by former NC-Congress government, Justice (retd) Koul had submitted the report to Chief Minister Mehbooba Mufti on December 30 in 2016.
Ashraf Matoo said: We have not achieved anything as far as justice on civilian killed. They have not made public this report which they should have as because people are proprietors of this (report). Justice (Retired) Koul promised me that he will provide copy of the report and that too proved hoax.

Making public the report by the one-man Commission of Inquiry (CoI) headed by Justice (retd) M L Koul is against national interest and security of the state, the ruling PDP-BJP government informed Jammu and Kashmir High Court earlier this month.
Mushtaq Ahmad, father of Umar Mushtaq who was killed in 2011 who was killed in 2010 said commission wasted four years to victims. I think all this is lie. This government is also a lie. Why our four years were wasted by Justice Koul commission?. If Koul commission made any recommendations let them make it public, he said.
The Commission was appointed on 20 June 2014, little over a month after then ruling alliance suffered drubbing in Lok Sabha elections with all its candidates failing to make it into Indian parliament.
The CoI was tasked to enquire into the circumstances leading to deaths by firing, or otherwise, during maintenance of law and order in different districts of valley, during 2010
Besides, it had been asked to find out the adequacy, or otherwise, of the force used; fix responsibility, wherever excessive force has been used; suggest measures to avert the recurrence of such incidents in future; and recommend the action to be taken against person(s) or authorities.
