SrinagarMinister for Food, Civil Supplies and Consumer Affairs (FCS&CA) and Information Department Chowdhary Zulfkar Ali has instructed for finalization of AAY lists in the state till October 25.
The Minister convened Video Conference with all Deputy Commissioners of the state in which Commissioner Secretary to Government, Shafiq A Raina, Director FCSCA Jammu Mohmmad Azam Inqalabi, Director Kashmir Nissar Wani, Raj Kumar Katoch Additional Secretary to Government for Information Department and other senior officers of FCS & CA and Information were present.
The Minister showed concerns regarding finalization of AAY lists and in this regard, he gave a different deadline to each district depending upon the circumstances. Anantnag was given 10 days, Badgam was given one week, Bandipur 10 days, Baramulla 10 days, Doda one week, Ganderbal 7 days, Kathua 15 days, Kulgam 10 days, Kupwara 15 days, Pulwama one week, Poonch 10 days, Rajouri 10 days, Ramban 10 days, Reasi 10 days, Samba one week, Shopan 10 days, Srinagar 15 days and Udhampur has been given one week time to complete the finalization of AAY lists.
The Minister has also instructed all Deputy Commissioners who are also District Monitoring Authority of Department of Food, Civil Supplies and Consumer Affairs to ensure 100 percent accuracy of lists framed under National Food Security Act. He appreciated efforts of the District Administration of Baramula, Kathua, Kulgam, Kupwara, Poonch, Shopian and Rajouri for cross-checking and correcting the NFSA lists and pressed upon DCs of other districts to ensure 100 percent accuracy by the end of this month.
Pressing upon DCs to implement Circular No 1 and Circular No 2 of the Government in true spirit, Minister sad that Government on January 11, 2017, issued circular in which best practices adopted by different states of India were mentioned to follow in the state of Jammu and Kashmir for bringing more efficiency in the Department. He said that vide the same circular DCs have been designated as DMA District Monitoring Authority for Department of Food, Civil Supplies and Consumer Affairs along with 15 other directions for implementation. He instructed DCs to implement in this circular in true spirit. The Minister also instructed Dcs to implement Circular No 2 regarding banning of service charges by hotels and restaurants in the state.
The Minister took a review of the market checkings in each district and also reviewed stock and supply position of essential commodities including petroleum products in the state. He instructed for winter dumping in advance. The Minister also instructed DCs to convene meeting of Price Fixation Committee and also sought details regarding freight charges.
Regarding carriage commission, Minister said that there is no liability of his period as he has instructed to payments to all but since there is liability in various district before the period of 2015, he also want to disburse the payments but need authentication certificates from Deputy Commissioners. Let DCs authenticate the amount and term it genuine, I will disburse the amount on the same day to the district, he added. He also sought status of opening of Fair Price shops in the state and implementation of Mufti Mohammad Sayeed Food Entitlement Scheme.
Meanwhile the Minister expressed serious concerns over content analysis of Newspapers and private channels. He said that Government has already issued Order No 35 on September 22, 2017, which must be implemented on ground. He said hat vide this order, we have to frame Content Monitoring Committees at State and District level to monitor violation of Programme and Advertisement Codes under the Cable Television Networks (Regulation) Act, 1995. He said that Private TV Channels, AIR Broadcast Code by Private FM Channels, Community Radios must adhere to the codes. He instructed Deputy Commissioners to frame District level Committee for analyzing contents published or broadcasted in media.
