Srinagar: The state government on Friday constituted an expert committee to suggest measures for suitable development and rejuvenation of evacuee orchards in the state.
The five-member committee comprises of Dr. Mohammad Salim Mir (Associate Director Research, SKUAST Kashmir), Custodian evacuee property, Kashmir, Manzoor Hussain (SMS in the office of Director Horticulture Kashmir), Chief Horticulture Officer of the concerned district and Deputy Custodian Central J&K.
The mandate of the Expert Committee shall be to suggest measures for suitable development and rejuvenation of evacuee orchards taking into account the soil suitability for different kinds of fruits and all other relevant parameters for growing different varieties of fruits plants, a government order said.
The Committee shall be serviced by the Revenue Department (Custodian) and shall submit its report within a period of one month, the order added.
The Evacuee property is a property of estate holders who had to migrate from the State due to unfortunate and tragic events of 1947.
The very fact that the Department in terms of Act saddled with the responsibility to administer such property is called Custodian Department by itself indicates that every Officer, official of the Department are required to take utmost care of the property in their custody, the Jammu and Kashmir high court had said in 2014, observing that the discretion to allot Evacuee Property cannot be exercised arbitrarily and capriciously.
The court had directed Custodian General not to make any allotment of Evacuee Property except through public auction inviting offers from all interested persons through print and electronic media
