A promising Electronic Engineer student of Government Polytechnic College, Muhammad Adnan Hilal, 17, resident of Sheikh-ul-Alam Colony in Nowgam ended his life on June 18, 2015.
It was on this fateful day Adnan when was declared unsuccessful in his Physics Paper by the State Board of Technical Education (JKSBOTE).
First Semester student Adnan, was pursuing Electronic Engineering from Government Polytechnic College, Gogjibagh Srinagar.
Examination conducted by the Kashmir State Board of Technical Education, Adnan was clearly declared Failed in his Physics Paper in the college.
The results were declared in the evening of 18th June, and seeing himself failing in his favourite subject, Physics, in which he always proved exceptionally topper, could not bear this humiliation and left his home the same evening and never returned to his parents. He ended his life on the same dreadful evening by jumping into the River Jhelum at Abdullah Bridge.
Four months after Adnans death, re-evaluation of the paper revealed that Adnan had not only cleared the subject but also topped in his class.
The incident evoked protests and criticism against the authorities and people demanded change and accountability in such serious lapses.
Following the criticism, the Government ordered to hold impartial enquiry in the matter in a time bound manner to bring reality into forefront.
The probe committee headed by then Director Technical Education Mtr Shabnum Kamillie submitted the report to the Government.
As per the Enquiry report, the paper of Adnan was Re-evaluated/ Re-Assessed by the subject expert and he gave him 50 marks out of 100 instead of 28 marks as given by Sr. lecturer of School Education Department Mushtaq Ahmad Tiploo. The answer script was also re-assessed in presence of the enquiry officer.
The lecturer who had evaluated Adnans paper for the first time was declared as Dead Wood by the Minister for Technical Education, Imran Raza Ansari and was recommended for instantaneous retirement from his service, other officers found guilty were transferred to other posts.
Talking to Kashmir Observer father of the slain youth said that the enquiry report clearly showed favour to other officers who were more responsible for negligence than the evaluator because they appointed non-technical person to assess the technical paper, but unfortunately the said lecturer is roaming freely as government is yet to take any action against the culprits.
It is shocking that the evaluator belonging to Education Department had never taught Applied Physics in any Government Polytechnic College. The officers who were in charge of evaluation have committed a brazen crime by appointing a non-technical person to evaluate Technical paper.
The guidelines issued by Human Resource Development Department (MHRD) have clearly mentioned that no teacher can evaluate the paper that has no experience of teaching the said subject.
It is further mentioned in the guidelines that only the teacher/teachers who have more than 3 years of teaching experience of teaching same paper are worth for evaluation that must be well versed by the complex areas of the syllabus.
All these norms were put in the garbage by the Authorities of Technical Board, especially Registrar, Secretary and Deputy Secretary of the Board.
His father Hilal Ahmad Gilkar said, Adnan was a brilliant Student of Burn Hall School up to class 10th. This was the second time Adnan met such an unfortunate decision in the hands of Examination Bodies constituted by the Government.
According to family members, in class 10th Annual Examination 2013 Adnan was declared pass in Hindi subject by giving him 35 marks only and after re-evaluation of the same paper, he was given 63 marks proving the variation of hefty 28 marks.
Gilkar said, Till date no response has been gained and the decisions taken by the government for punishment of culprits are gaining the dust in the shelves of Civil Secretariat and criminals are encouraged as they are enjoying their chairs with zeal and zest
His father said, The punishment proclaimed by Inquiry Committee constituted by Government was simply deceptive, mere eye wash to common public that culprits will be punished as per law as usual nothing happened, nobody was punished nor intended to punish and justice is hanging in air he said
Gilkar says, Though Almighty Allah separated him from us, yet the wounds of separation are deepening after every moment
Dr Shah Feasal then Director Education said, the lecturer had made some valid arguments regarding the case and we submitted that to the government then I was transferred and rest I dont know what happened to the case, Despite repeated attempts present Director Education GN.Itoo could not be contacted.
