Jammu: Women in Muslim majority Jammu and Kashmir continue to face domestic violence, as nearly 1200 of such atrocious cases were registered by police in the state in three years beginning from 2014 to 2016, the government revealed on Friday.
While replying to a written question of MLA Anjum Fazili, chief minister Mehbooba Mufti, who is alos in-charge of Home department, said that 1170 cases of domestic violence, abetment to suicide, cruelty by husband and dowry were registered by police from 2014 to 2016. The chief minister said that 2,818 person involved in such cases were arrested.
Mehbooba said that 15 dowry death cases were registered in year 2015, six in 2015 and four in 2016; 164 cases of abetment to suicide were registered in 2014, 166 in 2015 and 132 in year 2016; 469 cases of cruelty by husband to wife were registered in 2014, 398 in 2015, 286 in 2016, while a single case of dowry was registered in 2014, one in 2015 and no case in 2016. For committing these crimes, the Chief Minister said that 2818 persons were arrested by police.
On the question of steps taken to curb such crimes and also traffic management by the government, the chief minister said that various steps taken by the government towards curbing of traffic offences, domestic violence and drug addiction.
To enforce traffic laws and in order to check the traffic violations, strict vigil and regulation is being done by the J&K traffic Police. In this Endeavour during the year 2016 6,10,947 violators are have been challaned up to November, 2016 realizing fine amount of Rs. 11,20,60,649 from the violators, Mehbooba said.
As a deterrence, driving licenses of 805 drivers have been seized by Traffic Police during the year 2016, up to October and thereafter recommended for suspension to the concerned RTOs in pursuance of the directions of the Supreme Court Committee on Road Safety, the reply added.
The chief minister said that Highway Patrol vehicles have been deployed on different roads of the State for checking the visible offences.
Traffic interceptors have been allotted to the subordinate units of traffic wing for deployment on National Highways and other vulnerable road stretches aimed at checking the traffic violations in general and visible offences in particular, the CM said adding, Hydraulic wrecker with under-lift arrangements fitted on 207 type vehicle have been hired in twin cities of Jammu and Srinagar and other towns for the purpose of lifting of wrongly parked vehicles etc.
Awareness campaigns are being organised in the shape of seminars, debates, symposiums at colleges/schools, poster campaigns, talk shows, motorcycles rallies (by involving youths and young bikers).
The chief minister said that the cases of domestic violence are being registered in the concerned Police station and action as warranted under law is being taken. Further, 06 woman Police Stations, exclusively manned by women Police, have been established at District Headquarters of Jammu, Rajouri, Udhampur, Srinagar, Islamabad, Baramulla to deal with the cases of domestic and social violence indicating arrests made are given in Annexure-A.
On Drug addiction, Mehbooba said that a State level Apex Committee on Narcotic Drugs and Psychotropic Substances (NDPS) has been constituted vide Government order No. 398-GAD of 2004 dated 16.03.2004, which includes member from Police, Revenue, Health, Food and Drug Control organisation, Forest and Excise for implementation of laws relating to prevention of cultivation of narcotic substances and drug trafficking in the State.
The CM said that District level Committees are also functional who take timely action on any tip off and organise raids for destruction of the crop and seizure of narcotic substances, wherever required.
