Srinagar: Minister of State for Health and Medical Education, Ms. Asiea Naqash today informed the House that 826 new sub health centers have been sanctioned by the Government in the state during 2014-15 with financial support under National Health Mission (NHM). She said that out of these sanctioned sub centers 607 centers have been made functional adding that the process for operationalisation of remaining sub centers is under way.
Replying to a question by Mr. G. M. Saroori, the Minister said that under National Health Mission (NHM) Rs. 4.13 crore were released to Director Health Services, Jammu/Kashmir. She said that against which Rs. 2.15 crore were released for 430 new sub-centers in Jammu division and Rs. 1.98 crore for 396 new sub-centers in Kashmir division @ Rs. 50,000 per sub centre as one time establishment cost of 826 sub centers in the State.
She said in addition to this, Rs. 41.30 lakh have been provided as untied grant @ Rs. 500 per sub center and rent @ Rs. 600 per month.
The Minister said that 371 sub centers have been sanctioned in the state to be upgraded to the level of New Type Primary Health Centers including sub centers Sigdi, Kahara, Mughal Maidan, Sarthal and Pashalla in Kishtwar.
The Minister said that vacant posts of doctors and para-medical staff have been referred to the recruiting agencies for making selections and would be filled up as soon as the selection list is received from the concerned recruiting agencies. She said, moreover, additional staff has also been hired under NHM Doda and Kishtwar districts to strengthen the health care facilities.
The Minister said that depending upon the number of vacancies in various health institutions and the permissibility to engage eligible candidates as approved in Project Implementation Plan under NHM, the Department refers such cases to the concerned recruiting agencies like Service Selection Board and District Development Commissioners of concerned districts, who are Chairpersons of the District Health Society and Advertise the vacant posts under NHM for making selections.
In reply to another question read by Mr. Vikar Rasool Wani on behalf of Mr. Mohammad Amin Bhat, the Minister said that the Department is formulating consolidated proposals for opening and upgradation of Health institutions approved by District Development Boards, including upgradation of PHC Devsar to the level of sub-district hospital.
Concerted efforts for promotion of Urdu will be made: Naeem Akhtar
Minister for Education, Mr. Naeem Akhter today said that concerted efforts will be made to promote and preserve Urdu language across the State with special focus on Jammu region.
Replying to the supplementaries, the Minister agreed that there is a crisis of Urdu teachers in Jammu region especially in Gujjar community.
The Minister said that the Government would do everything possible to reach out to the region and take some extraordinary measures to appoint Urdu teachers in the region.
The Minister said that importance of Urdu is paramount as all the official records are preserved through the medium of the language, and it should be duty of everybody to work for its promotion and propagation.
Earlier while responding to the main question of Ch. Sukhnandan, the Minister said in Marh constituency the Government has approved Girls Higher Secondary School for its development as a Model school and has been adopted by the MLA Marh. He informed that in 2015-16, an amount of Rs 5 lakh was provided/utilized for the development of the school as model school under State CAPEX Budget.
Sufficient provision of funds has been proposed during the current financial year for further development of the School as a model School, he said.
He said in Marh constituency, under SSA, two schools MS Dhatryal and HS Chatha Guhram are provided with CAL Centre facility and under RMSA, two schools including HSS Jhiri and HSS Marh are provided with ICT facility.
The Minister informed the House that against 1240 vacant posts of teachers in district Jammu, selection list of 1240 candidates has been received from SSRB out of which 1078 candidates have been adjusted and process for adjustment of remaining 162 selected candidates is under process.
Mr Ravinder Raina, Mr Javed Ahmad Rana and Mr Abdul Rahim Rather raised supplementaries to the main question.
25 water supply schemes under execution in Ganderbal: Farooq Andrabi
Minister of State for PHE, Irrigation & Flood Control, Syed Farooq Ahmad Andrabi today informed that 25 Water Supply Schemes (WSS) at the total estimated cost of Rs 66.3 crore are under execution in the jurisdiction of water Supply Division Ganderbal.
Replying to a question by Mr Muhammad Ashraf Mir, the Minister informed that out of these 25 water supply schemes, nine schemes have been targeted for completion during the current fiscal. He said that remaining 16 WSS would be targeted for completion in a phased manner as per availability of funds.
The Minister said that Rs 13.66 crore have been utilized for procurement of PHE stocks in Kangan, Ganderbal, Hazratbal, Sonawar and Eidgah, besides Rs 1.12 crore have been incurred on mantainence of WSS in the said areas. (PTK)
