The doctors of the department of Indian System of Medicine today demanded an enquiry into the circumstances which led the Divisional Kashmir, Kashmir Asghar Samoon to order a probe into the alleged sex racket at Unani hospital, Shalteng.
How can a senior state functionary order a probe over an anonymous letter. More so, when it makes a very reckless allegation against an institution where more than hundred employees are discharging their duties and it impacts all their reputations, said Dr Jamal, the president of the Association of the ISM Doctors at a press conference here. Why didnt Div Com first check the identity and the antecedents of the complainant and conduct some background check? Or at least do some preliminary investigation. This makes the motivations behind the probe very suspect.
Dr Jamal took exception to Div Com statement to a local daily that the latter had received the complaint, marked it and forwarded it for further course of action. Div Com has also told the newspaper that he didnt remember which probe he had ordered, Dr Jamal said. This is so callous on the part of a senior state functionary. He orders a magisterial level enquiry into an institution over an anonymous letter and threatens reputations of scores of employees and then says he doesnt remember.
The Association has now sought probe into the Div Coms probe. We want to know everything. We want to know how an anonymous unsubstantiated complaint landed into Div Com office on May 6 and within no time Samoon Sahib forwarded the complaint to DC office Srinagar and got a magisterial enquiry instituted, no less, Dr Jamal said. We see that some top officials are out to grind their personal axe and using the employees of ISM department as pawns in their game.
The Association also referred to a GAD circular which forbids ordering an enquiry over an anonymous complaint. There is a standing GAD circular which bars senior officials to order a probe over an anonymous complaint. But here the government has acted in post haste to not only accept this complaint but also order a magisterial enquiry, Dr Jamal said. He also called for the identification of the complainant and his arrest for trying to malign the image of a prestigious institution and its employees.
