JAMMU: Integrated Tribal Development Authorities will spearhead overall tribal development and socio-economic upliftment of tribal communities in a quantifiable manner which will be monitored regularly at the highest level in Government. This was stated by minister for CAPD & Tribal Affairs Ch Zulfkar Ali after concluding the consultations and meetings with District Development Commissioners of both the provinces of Kashmir and Jammu.
It was given out in the meeting that the Additional District Development Commissioners have been designated as Chief Executive Officers of ITDAs. The ADDCs will be responsible for integration of tribal development with District Plan, State Plan, Centrally Sponsored Schemes and Special Sub-Plans to ensure inclusion of tribal development in these plans at formulation stage. The development plans and special plans will be presented to District Development Commissioners before submission to Planning & Development Department and for placing before the District Development Boards.
The minister said that the ITDAs will carry out quarterly evaluation of implementation of developmental plans for tribal and formulate annual report indicating the actual targets achieved, benefits accrued to community, economic development, quantifiable skill development, placement of tribal women and youth, scholarships, affordable assisted housing, Literacy and IT education. These authorities will also establish Model Tribal Hostels and Schools, Model Tribal Villages and Skill Development and Training Institutes.
These authorities will also organise fairs and festivals to showcase tribal heritage and culture across the state. Thrust will be laid on Information Education and Communication through awareness programmes to create mass awareness among tribal population regarding the developmental and social security schemes as well as enabling them to avail benefits under the schemes.
The minister also directed the District Development Commissioners for personally formulating tribal development plans based on which liberal funding will be provided by State government. He asked them to involve members of advisory boards for formulation of plans and seek suggestions from elected representatives as well. Government will take up tribal clusters for overall development of community and uplifting their status of livelihood, informed the minister.
Secretary Tribal Affairs Sanjeev Verma, Director Tribal Affairs M S Choudhary, officers of various departments attended the meeting, while Divisional Commissioner of Kashmir division attended the meeting through videoconference.
