Says, there is no accountability in the state
SRINAGAR: Demanding the immediate removal of CRPF camp located at HMT Srinagar, Member Parliament and senior Peoples Democratic Party leader Tariq Hameed Kara Tuesday said that if residents are to be believed a CRPF officer in civvies had laid a trap for Gowhar Nazir and it surely was a target killing.
Kara who visited the bereaved family said that he visited the spot and the locals told him how a CRPF officer without donning uniform parked his armoured vehicle a bit away from the incident spot and targeted Gowhar Nazir. It is really sorry to state that there is no accountability in the state. The State Government must make all the government forces accountable to put a halt over the increasing incidents of human rights violations, Kara told Srinagar based news agency CNS adding that it is high time for the government to remove the CRPF camp from HMT that has become a nuisance for the common people.
Kara said that the presence of CRPF camp at HMT is the main cause of stone-pelting in the area. Locals informed me how the CRPF personnel tease, accuse, abuse youth and even throw empty liquor bottles on the road. Youth usually retaliate with stones those results in the injuries and deaths, he said.
He alleged that District Administration Srinagar has been forcing the witnesses and family of Gowhar Nazir to record their statements in the office. This is not only shocking but it is irony that District Magistrate Srinagar Office instead of visiting the spot and seeking reaction from the people has been repeatedly impressing upon the family and witnesses to visit the office located in Srinagar. What the Inquiry Commission is up to. Do they want to hold inquiry in a closed room? District Administration Srinagar should be made accountable for their move and Inquiry team should be directed to visit the spot and meet the family and witnesses there, Kara said lamenting there is no accountability on ground.
I fail to understand when the Chief Minister has augmented the infrastructure, set up grievance cell, appointed couple of political analysts then how come accountability factor is absent. ADC Srinagar is ordering victims family to present themselves before him. Even today he had called up the father of the slain youth and has asked him to report in the office. What kind of system is it. Did people vote us for these things, Kara questioned.
Responding to a question, Kara said that PDP especially Chief Minister Mufti Muhammad Sayeed should not over look the party agenda. We must follow our agenda and work in the interest of people. The Government must make security forces accountable. The government needs to ponder over the fact that militancy related incidents are on rise in North and South Kashmir and why more and more youth have been joining into militant ranks. There is in fact deep alienation, frustration and cynicism, he said.
Family questions Inquiry Officer
Accusing Inquiry Commission of negligence and laxity the family members of slain youth Gowhar Nazir Tuesday alleged that instead of visiting the area, the Commission is asking eyewitnesses to present themselves before the office chamber at District Headquarter ( DC Office) Srinagar.
Gowhar (22), an Engineering student of Mustafabad Srinagar was killed after he was hit by a teargas shell fired by CRPF.
The Additional District Magistrate Srinagar, who is probing the killing had asked people to come forward and record their statements before him from November 12.
We are still in shock and how can the Inquiry Commission expect from us to arrange vehicles and bring all the eyewitnesses to his office. If the government is serious about the probe and if it really want to book and punish the killer CRPF personnel, then it must order the Inquiry team to visit the area and record the statements of family and eyewitnesses there, Nazir Ahmed, the father of slain youth told CNS.
He said that probe has been ordered to buy the time. Like other probes, this probe too is eyewash. From last 9 months at least 7 probes were ordered but not a single man was indicted and no probe report was made to public. The irony is that even after indicting the guilty CRPF personnel for killing three innocent civilians in Gagrin Shopian, no action was initiated against the guilty, he said adding that he doesnt except anything from the Inquiry Committee.
The family members added that if the Inquiry Commission is really serious about the probe then it must visit the area and collect material evidence in terms of Audio Visual, Video Clips, Photographs etc about the incident. Even those youth who are in possession of material evidence are scared to visit the DC office Srinagar fearing backlash from the authorities, they said. (CNS)
