Scuffles break out, legislators, marshals injured
Srinagar: Chaos prevailed in Jammu and Kashmir Assembly on Monday as banner-waving MLAs of opposition NC and Congress stormed the well over beef ban and other issues.
Raising anti-Modi, anti-Mufti and anti-RSS slogans opposition members stormed the well of the House taking on marshals, throwing away question sheets and other papers, entering into brawl with ruling party legislators after the speaker of House rejected adjournment motions brought by the opposition over beef ban issue. While dragging legislators out of the House two legislators and two marshals were injured.
The NC members raised slogans against the beef ban and what they termed as interference in religious matters. The lawmakers raised slogans against the BJP-PDP coalition government and accused it of exploiting the flood victims.
A few of them were stopped by marshals as they charged towards the treasury benches. The NC and Congress members were joined by independent MLAs Shiekh Abdul Rashid and Hakim Mohammad Yasin. The members raised slogans, RSS ka jo yaar hai gadaar hai gadaar hai. They also shouted slogans against Mufti-Modi alliance. The members raised the ruckus over denial by the speaker to hold a discussion on beef ban order.
The Speaker citing Rule 58 sub rule 7 informed members that it will not allow any discussion on beef ban issue. Dont teach me. I know how to run the House, The Speaker said.
Opposition members continued to raise anti-government slogans while some of them including Altaf Ahmed Kaloo, Abdul Majid Larmi, Sheikh Ishfaq Jabbar, Usman Majid and others stormed into Well and created ruckus there, forcing Marshalls to drag them out from the House. The continuous bedlam prompted Speaker to adjourn the House for the day. Amid bedlam, Speaker, Kavinder Gupta announced the names of the panel of Chairmen for the ongoing session. The panel includes Legislators Mohammad Shafi Uri,. M. Y. Tarigami and Choudhary Sham Lal.
Earlier,Speaker Kavinder Gupta adjourned the House twice as the opposition members did not relent. Even during the adjourning hours Opposition members continued to raise anti-government slogans accusing Speaker of taking sides. The chaotic scenes were also seen in the Upper House where members disrupted the proceedings over beef ban and other issues.
Chief Minister Mufti Mohammad Sayeed and the opposition leader Omar Abdullah were in the House during the pandemonium. The speaker adjourned the House earlier hoping some breakthrough. But nearly after 30 minutes when the session started again the ruckus forced the speaker to adjourn the House for a day. The speaker himself entered into heated argument with NC leader Davindera Rana who accused him of being RSS man.
Yes, I am RSS man, the speaker shouted back.
After the House was adjourned legislators of ruling Peoples Democratic Party were seen elated over the Apex Court order that set aside order of Jammu bench of Jammu and Kashmir High Court banning the sale of beef. The Supreme Court Monday asked the high court to form a three-judge bench to examine the validity of penal provisions that bans slaughtering of cattle and sale of beef in the state.
