BUDGAM: Even after the blanket ban on the engagement of the casual and seasonal labours in government departments, a PDP MLC in connivance with Chief Medical Officer, Budgam, have issued scores of appointment orders in Health Department to the residents of different localities in Central Kashmirs Budgam district.
A copy of appointment orders dated August 19, 2015 distributed among the media duly signed by Member Legislative Council Khansahib Saifuddin Bhat and Chief Medical Officer Budgam G M Dar indicate appointment orders have been issued in favour of both male and female aspirants for the posts of Chowkidar and Sweeper.
An order reads: Approval is hereby granted for engagement of (name withheld) as Chowkidar against an honorarium of Rs 2500 per month from HDF on temporary basis.
This is sheer exploitation. These people at the end of the day come on roads after they didnt get a penny, an official in the Health department who wished not to be named said. These people are employed on political considerations. Either they grease the palms of the close aides of political leaders to get the job or they are appointed for being loyal to a political leader.
The Chief Medical Officer Budgam said that this is not a big issue while MLC Khansahib and PDP leader Saifuddin Bhat said the appointees will draw salaries from funds allocated for NRHM. I have not violated any government order. The BMO Budgam used to swindle all the NRHN funds, he said. In a bid to stop this malpractice, I employed these people and they will draw honorarium under NRHM scheme.

Pertinently, the state government soon after assuming the charge on March 18, 2015 imposed a complete ban on engagement of Casual, Seasonal Labourers (CSLWs) in Government Departments/State owned PSUs
As approved by the Competent Authority, it is hereby ordered that authority to engage Casual/Seasonal Labourers to various Departments as delegated vide Government orders (239-F of 2005 dated 29.01.2005), (138-F of 2013 dated 23.05.2013), (No. 105-PD of 2010 dated 25.10.2010) or any other order is withdrawn with immediate effect, read the then order issued by BB Vyas, Principal Secretary to Government, Finance Department.
