Fraud Permanent Resident Certificates
JAMMU: Hundreds of non-locals have fraudulently obtained Permanent Resident Certificates (PRCs) in Jammu Division after allegedly greasing the palms of top revenue officials.
Reliable sources said that most of these non-locals are affluent and influential and are the natives of New Delhi, Gujarat, Himachal Pradesh, New Delhi and other states.
Commissioner Secretary Revenue Muhammad Afzal Bhat while confirming that non-locals have obtained PRCs in Jammu and Kashmir especially in Jammu Division said that the department has already issued a cancellation order of these fake PRCs, which the General Administrative Department (GAD) has put in abeyance in 2013.
The fault lies with the Revenue Department. We overlooked the procedure. We were supposed to present the report (about fake PRCs) of the Commission before the Cabinet, but we directly forwarded it to the GAD and they put the cancellation order in abeyance, Bhat said.
Sources said that despite knowing the fact that hundreds of non-locals have obtained PRCs in connivance with corrupt Revenue officials, the government has been acting as a mute spectator. There are confirmed reports that various non-locals managed to secure the State Subject Certificates in Jammu Division when BJP Minister of State for Revenue Sunil Sharma started the process of issuing PRCs at school level.
Both the Cabinet Minister for Revenue Javid Mustafa Mir and MoS Revenue Sunil Sharma could not be contacted for their comments over the sensitive issue as both the Ministers after assuming the charges, have been keeping their mobile numbers switched off and if by any means the ring of their mobile phone rang, they dont bother to pick up the phone.
Commissioner Secretary Revenue Muhammad Afzal Bhat while replying to a question told CNS that he doesnt know how much time it will take to cancel these PRCs issued to non-locals in Jammu Divisions. He said that only after the cancellation of these PRCs, action will be initiated against the Revenue officials who have issued these certificates to non-state subjects. Once the GAD issues the cancellation order of these PRCs, a committee will be formed to find out the corrupt and erring Revenue officials, Bhat said.
The issue of non-state subjects having settled in Jammu and Kashmir by securing fake Permanent Resident Certificates (PRC) is not new and ever since the start of militancy in the State, time and again reports surfaced that scores of non-locals have managed to secure the fake PRCs. Even the issue rocked many times in the State Assembly during previous NC- Congress government while the then
government admitted that some persons have been detected by the State Subject Commission with fake PRCs, while many others were doing business and living permanently in the state.
Given the fact that State Subject Commission in its report have proved that scores of non-locals have fraudulently obtained fake PRCs, the Crime Branch of J&K Police have so far produced challan against the only six accused including Paras Ram, Mangat Ram, Devi Ditta, Kuldeep Kumar, Ramesh Kumar all residents of Badrore, Jammu and Girdhari Lal of Trikuta Nagar.
