Srinagar: A faction of Doctors Association Kashmir (DAK) Wednesday said that over staying of doctors at their places of postings is brazen violation of transfer policy of health department.
In a statement, President DAK Dr Nisar-ul-Hassan said that blue eyed doctors in health department enjoy the privilege of prize postings in and around Srinagar city or to their places of convenience.
The influential and favourite doctors remain posted at their places of choice for decades thus violating the very idea of transfer policy.
The transfer policy in health department was adopted in the interest of patient care and smooth functioning of health institutions especially those located in far flung areas.
As per the policy the minimum tenure of a doctor on a post shall be two years to a maximum of three years but there are doctors who are constantly posted at one place for more than fifteen years.
Health department has assumed an industry status where criteria for suitable transfers are corruption, nepotism and political influence.
As per the policy every doctor has to compulsorily serve for a minimum of two years in category A(very difficult) and for five years in category B/C(difficult) health institutions in his or her first ten years of service but doctors with political clout have never come out of city hospitals.
The policy states that doctors selected in health department against RBA shall serve in such areas for a period of no less than seven years but majority of beneficiaries are managing their postings in city hospitals.
Many specialist doctors of health department have been posted in government medical college Srinagar which has put peripheral healthcare in limbo.
The messy transfer system in health department has taken toll on patients as doctors instead of focusing on patient care try to secure their places of postings.
