Srinagar: The High Court has issued notice to the former minister Akber Lones aide Rashid Billa in the killing of seven people of Sadrakoot Bala on October 5, 1996. The court has also issued notice to Army and J&K Government.
According to civil liberties group, Coalition of Civil Society, Billa was accompanying the personnel of 13 Rashtriya Rifles of Indian army, based at Asham camp when they shot dead the seven people.
Rashid along with other accused personnel of the 13 RR for last 19 years has escaped culpability, the CCS said in a statement adding according to the police investigation, army has refused to cooperate so far. Despite incriminating evidence against Rashid Billa, neither has he been arrested nor has the police filed chargesheet or the final report in the court.
The petition was filed in the court by the families of the seven victims.
Rashid Billa happens to be a close aide of National Conference MLA of Sonawari, Akbar Lone.
It is not for the first time that killers like Billa have found refuge in pro-India parties such as Umman Majid (Congress), Papa Kishtwari (NC), Farooq Khan (BJP), Ashiq Bukhari (PDP) etc, the CCS statement said.
