Pages of the past are both a thrill and an irony in itself. We get to learn so much. Not only learn but the ideas and events are more malleable, they well can be hammered to the present uses, in accordance with the present circumstances.
HISTORY
Our spiritual and textual sources narrate to us that our land basically was a water body, where serpents lived and then we have an extended lore that gives the picture of the development of the land, thus the draining of the water. The main aim of the person making the analysis is to squeeze out the truth in the whole process and to begin with, what I am trying to make here is the fact that Kashmir basically was a submerged place thus a water body. Over the span of centuries, it was steadily transformed into a living inhabitation and thus began a meagre existence.
History bears the testimony to the fact that the formation of the valley, makes it liable to heavy floods. Back and again in the course of centuries the state has experienced drastic floods that were followed by famines and epidemics, reducing the already shrink population and making the lives of the survivors even more difficult. There is this folk saying that goes, ‘it solely has been the water that has destroyed Kashmir. The growth of the population and thus the living patterns went on in a total haphazard manner and thus floods when came, did all the destruction.
REVOLUTION
There are various causes that choke the people and since breathing is important, thus the ultimate result is the revolution. We create governments, in order that our basic, collective and big needs are fulfilled in aggregate. The state, under a contract was created, so that it may (to begin with) create the basic defence for the population it has. Defence is not exactly subjective, but in the parlance it would mean the defence against natural disaster as well, apart from human aggression.
Thus we seek from our government, that perhaps is the peoples’ government, protection, help, and refuge from the natural disaster(s). The greatest asset that the breathing beings possess is that of the life and if the government is failing in the safeguarding the same, of what fun then the government is!
Doesn’t all this call for a rebellion and a revolution? To a great extend it does. And why not, leaving the secondary requirements to side, if the state is not fulfilling the essence of safe breathing; it does call for a revolution.
UTOPIA
We can verily be imagining of a post-revolutionised abode of ours, where there in the true sense will be a government of the people, for the people, (Kejriwal model?)! A government at least of the type that is capable of securing the security of existence to the common-man. A government where the rebellious revolutionaries are zest-full and enthusiastic about the cause of democracy, that is to “Serve the People”.
CIRCUMSTANCES
Last floods, i.e. September 2014 flood, hit Kashmir only seven months back and today, one another gloomy and dark threat revolves around us. This place on the earth being a valley, is destined by nature to receive rains. Not only that, the history itself reveals that Kashmir itself was created by filling a river. If the base be such, we must be prepared to do our part.
PRESENT THREAT
GROUND WATER TABLE
Due to the September flood, the ground water table of the valley is full. It is on such accounts that water-logging everywhere is an issue. The earth fails to absorb the water-pour and panic arises.
DREDGING
For a long, by now, the dredging operations are either nil or meagre. The ultimate outcome is the huge silting of the rover and especially throughout the Srinagar, Jehlum has got the least carrying capacity. In such a situation, it is deemed that it touches this danger level at Ram-Munshi bagh.
DRAINAGE SYSTEM
Back in the first decade of 21st century, the central government issued 500 cores fr the drainage operations across the state. The reality however is as grim as the flood threat. The drainage system has been a massive fail. The only working drainage system that is functional, Alas! is the one constructed by the maharaja.
ENGINEERS AND CONTRACTORS
A majority of the aforementioned experts are corrupts. Maximum portion of the 500 crors eventually was spent on the construction of posh and lavished houses of the duo, Not alone that, a majority of such structures were built in the “no-construction zone”. Having influence… ( well influence, spoke the rest of it).
SOLUTIONS
ACTION
* If the government really wants to prevent the revolution or a civil war, or anything of such a nature, it but has to act responsible and take actions. All those who illicitly have contributed to the breaching of the bunds are to be punished. (It is multi-faceted; as results are concerned).
* The contractors and the engineers are to be kept under strict watch and made answerable. This being the solution right at the grass root level.
KANDIZAAL AND OTHER AREAS
Kandizaal and the periphery have been the traditional areas that have been assigned as those to absorb the excess water of the jehlum. Those who constructed houses and other buildings illicitly, are themselves responsible.
SRINAGAR CITY
The city of Srinagar is the hub of trade, commerce, activity and economy. To see the offices and shops desolate, marks the loss of crors on per day basis. Surely this is something, Capital-Starved Kashmir can’t afford.
RAMSHOO PLAN
HoD Department of Geology, Kashmir University, Prof. Shakeel Ahmad Ramshoo is working on a plan to save the state. Being an expert and an intellect, the plan is likely to work well. The govt. must accept it and work accordingly.
