Jammu: Stating that there seems a systematic and routine violation of labor laws in Jammu and Kashmir, the CPI (M) State Secretary Mohammad Yousuf Tarigami today underscored need for strict implementation of regulations guaranteeing protection to the unprotected working class in the state.
While speaking on the grants of Social Welfare department, he expressed utter dismay over the decision of the Union Govt. for drastic cut in the allocations of this flagship programme i.e. Integrated Child Development Scheme(ICDS) by more than half i.e. from Rs.18108 crores in 2014-15 to Rs.8245.77 crores. This is nothing but open attack on the poor and most malnourished section of our population. While the prices are rising unabatedly, there is no any proposal to increase the remuneration/honorarium of the Anganwadi workers and helpers since 2011 and are also denied minimum social security benefits including pension, gratuity etc. He demanded immediate steps to be taken to increase honorarium to the Anganwadi workers and helpers at par with the Haryana Govt. and covering them under pension, gratuity and other social security benefits. He further demanded that their work should be defined and yearly increment should be given to them.
While participating on demands for grants on Labour and Employment in Legislative Assembly, the CPI (M) leader lamented that the working class people have been living under pathetic conditions and are even denied the minimum rights guaranteed under various statutes. He said that PF organization should be streamlined, smart cards issued and accounts of the workers made on line, adding that assurances were earlier also made for resolving these issues but nothing substantial has been done so far and pleaded that entire PF organization be brought under the purview of Public Services Guarantee Act(PSGA).
