Srinagar: Expressing serious concern over systemic failure of Prime Ministers Special Scholarship Scheme (PMSSS) that has put careers of thousands of Kashmiri students at stake, Peoples Democratic Party (PDP) senior leader and MLA Elect Syed Mohammad Altaf Bukhari has urged Honble Governor N. N Vohra to accord highest priority to the issue and take up the matter with Prime Minister Narendra Modi.
Referring to the latest reports about Kashmiri students covered under PMSSS being asked to vacate by a Haryana college for want of some extra fee, Bukhari said that the similar incidents that occurred from the day one of announcement of this scholarship reflects a pattern being followed to disown and humiliate talented Kashmiri youth who want to prove their mettle in every field of life, he said according to a statement issued today.
Such incidents expose the rusty mindset in some academic institutions claiming to be most impartial and unbiased with regard to dissemination of knowledge and skills to the students in the country. Also an inexplicable silence on part of the Ministry of Human Resource Development (MHRD) that is yet to take cognizance of prejudiced implemnation of this scholarship by various universities and professional colleges is further adding to the trust deficit among Kashmiri youth who have the talent and aspire to carve a niche for themselves, Bukhari remarked.
The PDP senior leader said that in order to instill confidence among disappointed Kashmiri students pursuing higher studies under this scholarship, the Honble Governor must take up their complaints at the highest level and get them probed accordingly. The issue merits Prime Ministers direct intervention as it pertains to careers of thousands of Kashmiri students who have been covered under this prestigious scholarship, Bukhari appealed.
The MLA Elect also censured the previous NC-Congress dispensation in Jammu and Kashmir for failing to develop a state-level supervision of the PMSSS which had eventually led to various NGOs and the so called educational consultancies to dupe the hapless Kashmiri students.
The latest incident in which a Haryana College has served an expulsion notice to around 60 Kashmiri students is not something new vis-à-vis poor implementation of PMSSS. There have been numerous complaints in last four years highlighting the denial of admission, disqualification of students from the scheme and nonpayment of fee by MHRD to various colleges in the country. The inaction on part of previous State government with regard to these complaints is also equally responsible for putting students under tremendous mental stress, Bukhari averred.
