Srinagar: As the deadlock continues over the formation of government in Jammu and Kashmir, CPI (M) state secretary and MLA Kulgam Mohammad Yosuf Tarigami Thursday urged Governor N N Vohara to do away with the additional charge syndrome of bureaucrats.
Talking to Kashmir News Service (KNS) Tarigami said, People do not believe in the additional charge syndrome. This system is hampering the functioning of the government. The governor should end this system for good governance.
Several bureaucrats have been allotted additional responsibilities. It is true that some officers are sharing additional responsibilities. The governor should chalk out an action plan to ease out their burden, he said and added that by putting pressure on the officers the work culture has been hit due to which people suffer.
Pertinently, during the National Conference-Congress coalition government granting additional charge was a common practice.
The rot in the administrative system is to such an extent that scores of gazetted posts are held by juniors or as additional charge in the different departments, while the deserving officials are awaiting promotions for the past 20 years, a top official told KNS.
Sources said that even many departments have allegedly failed to conduct Departmental Promotion Committee (DPC) meetings for the past several years resulting in mounting adhocism.
Over the years adhocism has grown as a permanent feature in administration. Secretaries, heads of departments, and other gazetted officials are holding additional charges of other departments, sources said.
