Srinagar: State Congress president Prof Saifuddin Soz Saturday made it clear that he never blamed PDP or anybody else for the imposition of Governors Rule in the State.
In a statement, Soz that he only spoke on facts. Since a section of the Press both print and electronic media misquoted me or carried only half of my statement, I reiterate my position that when it came to my notice that Omer Abdullah has offered his resignation as a Care Taker Chief Minister I strongly urged him not to press his resignation as that would create a Constitutional difficulty and people would suffer. I, however, added that one can understand his
anxiety on being at the helm during a fragile system of Administration, but his resignation was not a solution and rather he should have waited for a couple of days more, Soz said.
Soz said that as per Imposition of Governors Rule, the Governor had exercised his authority under the Constitution of J&K State. But, then, a better course in the Constitution was available and that way an elected Leader of the PDP could have been invited to from the Govt in the State and normal course would be followed for election of Protem Speaker and new Members given oath. Following further procedure, the Chief Minister could make the recommendation (if required) Governors Rule be imposed and Assembly put under suspended animation.
Soz said that he had added that unfortunately PDP had opened the dialogue for Government Formation with the BJP alone, but Congress Party and four independents had offered full support to it (PDP).
