SRINAGAR: Jammu and Kashmir Home Department has revealed that 16,329 cases under Public Safety Act (PSA) have been registered since 1988, the year when armed struggle started in Kashmir Valley.
In an official reply to an RTI application filed by the legal cell of Hurriyat M, the authorities claimed that around 16,329 PSA cases have been registered since 1988, the year when the armed uprising broke out in J&K. About 249 persons have been booked under PSA under same time while during the same time 707 FIRs were filed against juveniles.
Since 1988, 230 persons have been detained in North Kashmirs Apple town Sopore under PSA while in the same town 221 persons have been booked for single time while as 9 youth were booked under PSA for two times. The information provided by the state Home Department reveals that only one minor has been booked for past 25 years in Sopore. The minor was booked under section 302, 34 of RPS vide FIR number 109/2013 in police station Tarzoo Sopore.
In South Kashmirs Shopian district, 121 PSAs have been slapped so far since the creation of this district in 2008 while during the same period 21 FIRs have been registered against juveniles. The information provided by the government reveals that in Anantnag district 567 persons were booked under PSA and 18 of them were bracketed twice. Since 1988, 21 minors have been booked for their alleged role in stone-pelting and other incidents. In Baramulla 316 persons have been detained under PSA while 26 persons have been bracketed under this Act at the same time. 32 FIRs have been filed against the juveniles in the district since the inception of militancy in the state.
In south Kashmirs Kulgam district 266 persons were booked under PSA and 10 of them were bracketed twice. Since 1988, 27 minors have been booked for their alleged role in stone-pelting and other incidents.
In Bandipora there have been 167 persons detained under PSA while 05 persons have been bracketed under this Act at the same time. 13 FIRs have been filed against the juveniles in the district since the inception of militancy in the state.
Since 1988, 118 persons mostly involved in militancy cases have been detained in Kathua district under PSA while in the same district 37 persons have been bracketed under the draconian law at the same time. The highest number of persons according to a statement booked under PSA was in the year 2001 when 18 persons have been detained in militancy related cases in Kathua district. The reply given by Deputy Superintendent of Police Kathua headquarters under Right to Information Act-2009 reveals that 141 juveniles have been arrested in Kathua under various criminal cases since 1989. At least 25 minors have been booked in 2013 in Kathua.
