SRINAGAR: A sustained campaign by human rights groups led by Jammu Kashmir Coalition of Civil Society has persuaded authorities to cancel the deputation order of Superintendent Police Altaf Ahmad Khan to the United Nations peacekeeping forces.
Khan is currently posted at Zewan and was considered for UN deputation as a reward for his services, CCS said in a statement today.
In September 2013, reliable information suggested that the Government of Jammu and Kashmir was considering deputing SP Altaf Ahmad Khan to the United Nations peacekeeping forces.
Evidence suggests that SP Altaf Ahmad Khan, along with other alleged perpetrators, is responsible for the rape and torture of a female victim from Kupwara District on 3 July 2004, and the torture and custodial killing of Nazim Rashid Shalla, resident of Sopore, Baramulla District on 30/31 July 2011, coalition said.
According to CCS, the State Human Rights Commission [SHRC] has confirmed the role of the said SP and recommended action, including further enquiries.
CCS alleged that no action was taken to date against the said officer and on the contrary he was not only promoted but awarded with DGs and Presidents Gallantry awards in 2012.
CCS claimed that In response to the Government attempt to further reward the said officer with a UN Deputation, separate communications were sent on 27 September 2013 to Principal Secretary to Government, Home Department, Jammu and Kashmir, and the UN Department of Peacekeeping Operations [DPKO], New York, objecting to his deputation.
Based on reliable information received, due to these communications and the ongoing public campaign, his deputation to the UN has been cancelled, it said.
