This refers to the news item in the Kashmir Observer, Orphan Girl Gets US Scholarship, Police Denies Passport. Passport is a fundamental right which is virtually denied to every Kashmiri as the police verification is so cumbersome that many dont apply at all. The least a totalitarian state within democratic India (that is J&K) can do is allow its citizens to move out at their will if they don’t then allow them back.
Denial of this basic right is mockery of justice and human rights as guaranteed to every citizen of this world and enshrined in the International Human Rights Charter.

All rights of citizens come with their obligations towards their country. Ordinarily, issuance of a passport should not be a problem, and it is that much easier for people with clean records. Another way to look at it is that the visa by a foreign country may not be granted to a person of dubious character. No country would like to have such people who cause trouble!
I may also add regretfully the subcontinent people, India included, somehow dwell on corruption, lack of clarity, procrastination, and just the old inefficient way of life. We all need to work towards improving it.
