SRINAGAR: With Prime Ministers of Indian and Pakistan set to break ice on the sideline of a conference in New York later this month, the ruling National Conference (NC) today said that the two leaders should pick up the threads where they were left during the talks between Parvez Musharaf and Atal Behari Vajpayee on 4 point formulla.
The main opposition People Democratic Party (PDP), however, urged both the PMs to deescalate tensions along the Line of control (LOC) and start a dialogue process with separatists.
Four-point formula mooted by the former President of Pakistan, Parvez Musharraf in 2006 could prove fruitful towards the resolution of Kashmir issue as it was supported by both countries including separatist leaders, said senior NC leader and Member Parliament Dr Mehboob Beig.
Pertinently Prime Minister Manmohan Singh is expected to meet his Pakistani counterpart Nawaz Sharif on the sidelines of the United Nations General Assembly in New York.
Musharraf had presented the formula which stated that troops should withdrawn in phased manner from both Kashmirs, local self governance, making Line of Control irrelevant and a joint supervision mechanism involving India, Pakistan and Kashmir and when the Musharraf mooted the four point formula for the settlement of Kashmir issue most separatists, except Syed Ali Shah Geelani, supported the idea, Beg said.
When Pakistan is ready for four point formula what hesitates Indian from moving forward with this formula as number of world disputes are being resolved through negotiated settlements, If Pakistan is showing flexible approach India should also be lenient so that all disputes could be settled peacefully including Kashmir issue which is the bone of contention between two countries, he added.
Additional General Secretary NC Dr Mustafa Kamal said that both Prime Ministers should take positive steps towards the Kashmir dispute. There was a time when violence was in Kashmir and government of India was emphasizing that once the violence comes to end the issue of Kashmir will be resolved. Now when violence has gone over they should resolve Kashmir issue.
About the importance of dialogue he said, The process suffered many setbacks despite many hiccups, it has been able to move forward. But now both the countries had realized that the policy of confrontation was not in the interest of their people and there was no other option except dialogue and reconciliation, he said.
Meanwhile urging both Prime Ministers to make dialogue result oriented PDP said that it is imperative for both countries to resolve Kashmir issue. I think there is an urgent need for the dialogue as tension has aggravated between two countries across LOC. so we expect that the talks between two Prime Ministers at this point of time will help to ease out the tension and peace process should resume, PDP Chief Spokesperson Nayeem Akhtar said.
Both countries should take Separatist leaders in confidence so that a permanent and long lasting solution could be found which is in the interest of both countries and both the countries should go ahead with the CBMs that have already been suggested but not implemented properly, he added. (KNS)
