SRINAGAR: Governor N N Vohra Thursday gave his consent to the appointment of Mrs. Gou-sul-Nissa Jeelani, former Principal District and Sessions Judge, as a Vigilance Commissioner in the State Vigilance Commission.
The appointment of Mrs. Gous-ul-Nissa Jeelani shall take effect from the date she assumes charge of the post, reads the appointment order by the governor.
With her appointment, the SVC comprising Chief Vigilance Commissioner and two Commissioners has now become fully functional.
Last month the state government had written a letter to the Registrar of the High Court seeking Annual Performance Reports (APR) of Gous-un-Nissa for the past five years.
Earlier, in February this year, Governor had accorded approval to the appointment former DGP Kuldeep Khoda as first CVC and former Financial Commissioner, RK Jerath as member of the body.
Gou-sul-Nissas name was recommended by a high-level selection panel headed by Chief Minister Omar Abdullah and comprising Deputy Chief Minister Tara Chand and Law Minister Mir Saifullah in June this year.
The SVC was constituted vide Notification (SRO-59 of 2011) on 15 February 2011 and the first Chief Vigilance Commissioner was appointment after nearly two years.
The Commission has been empowered to inquire or cause inquiries to be conducted into offences under the Prevention of Corruption Act, Samvat 2006 by public servants, employees of corporations, government companies, societies and local authorities owned or controlled by the Government.
Actually, a meeting of the SVC selection panel was held on May 28, 2012 and the government had recommended the name of former DGP Kuldeep Khoda for appointment as CVC while former Financial Commissioner, R K Jerath, and former Secretary to Government Muhammad Sayeed Khan were recommended for appointment as two Vigilance Commissioners.
However, the recommendations were returned by the Governor with certain queries. The Government again forwarded the recommendations to the Governor with clarification on the queries raised on the candidatature of Khoda and MS Khan. Khan later withdrew his name from the panel, citing personal reasons.
Finally, the government issued appointment orders of Khoda and Jerath in February this year.
