Srinagar – The Directorate of Technical Education violates norms to benefit their blue-eyed officials, sources said.
One of the employees who has been shown at serial number 3 in the seniority list of head clerks issued by the Directorate vide number DTE/101/55-11357-3630 dated 21-2-2013 and published in one of the Jammu based newspapers witnessed sharp criticism from all the categories of ministerial cadre employees of ITI Sector. The employee Abdul Rashid Hafiz is junior to all other head clerks figuring in the list from serial number 4 to 12.
The delegation of the ministerial cadre employees told CNS that they even presented some documentary evidences before the union and told that the said employee was initially appointed as Workshop attendant vide order number 15 dated 12-4-80 issued by Director Industrial training insititute and posted at ITI Bandipora.
How and when the cadre of the said employee from technical cadre to ministerial cadre was changed and subsequently regularized as Junior Assistant and then promoted as senior assistant and then Checker is not known to any body and the matter should be thoroughly probed. We are dead sure that senior officials did it all after taking bribe from the said employee, one of the Directorate employees said.
As per Jammu and Kashmir Industrial Training SSR 1979 notified vide SRO 235, the mode of recruitment for the post of Junior Assistant was 100 percent by direct Recruitment. However, 25 percent quota was fixed for Orderlies provided they qualified the test that is conducted by Recruitment Board. The said employee was neither eligible for the said post nor qualified any kind of examination through recruitment board.
The information sought under Right to Information Act has proved that the cadre of the said employee was changed from technical cadre to ministerial cadre and subsequently regularized as Junior Assistant and then promoted as senior assistant and then instantly to Checker.
When contacted Director Technical Education, Jaipal Singh said that they are looking into the matter. It will be premature to say anything in this regard till the inquiry is not completed, he said.(CNS)
