SRINAGAR: Vigilance Organization Kashmir (VOK) have found that the authorities of the Government Dental College Srinagar purchased medical equipments worth crore of rupees displaying much higher rates in records than quoted by the companies.
VOK in its preliminary investigating report, copy of which is lying with CNS has revealed that the College authorities on exorbitant rates procured equipments like Ortho Pentogram (OPG) X G5 DS Model Ceph and Sterilization System Vertical Rack to reap pecuniary benefits at the cost of State exchequer.
It said that the Principal Dental College and V. L Narayan proprietor M/S Villa India New Delhi and others were beneficiaries in this fraud.
Preliminary investigations reveal that Ortho Pentogram (OPG) X G5 DS Model were procured from the company for Rs 25 lakhs while as the College authorities after manipulating the records showed the cost of the same equipment as Rs 46 lakh.
The report says that on the instructions of Principal Government Dental College Srinagar who used to be Principal for GDC Jammu as well purchased 15 Vertical Rack Systems, 8 for GDC, Srinagar and 7 for GDC Jammu.
The actual cost of the unit was Rs 5 lakh while the College authorities showed the actual cost Rs 11.50 lakh thus swindling a huge chunk of money.
This fraud came to fore after a resident from Gopalpora Mattan Kalan Anantnag registered a complaint on April 28 last year. Court of Special Judge Anti-corruption Kashmir had then directed Vigilance Organization to carry out an inquiry into the allegations. The Vigilance Organization in compliance to the orders of the court carried out the enquiry into the allegations and filed an updated report.
Police and VOK is within its powers to register a formal FIR in the matter that there is enough material available disclosing commission of the offices punishable under law, said Aijaz Ahmd, Judge CSJA Kashmir.
When CNS contacted the inquiry officer Ali Mohammad Mir, he immediately detached himself from the case and said he had been promoted to some higher post and he is not a part of the inquiry team anymore.
Similarly another inquiry officer Khurshid Ahmad also refused to divulge information about the case and said that enquiry in the case was still going on and sharing anything will surely hamper the investigations.
However, Medical Education Minister Taj Mohi-ud-Din said that the enquiry in this case has reached to advanced stage. Once Vigilance Organization will submit its report to Government then only the details of the case can be made public. These are mere allegations which have not been proved yet, the Minister said and added that, Vigilance is an autonomous body, we do not want to interfere in its investigations, so once they will submit their final report, thereafter details of the case can be made public.
When contacted Principal Government Dental College, Dr Reyaz Farooq said enquiry is everybodys right. It is an older case and the enquiry is going on. If you come to me I will give you all the details pertaining to the case, he said. (CNS)
