JAMMU: The Government today constituted Divisional and district level committees in School Education Department (SED) to expedite the process of posting and adjustment of the recently promoted Masters, Lecturers Headmasters, ZEOs and ZEPOs.
As per an order issued by the School Education Department, each district level committee comprising Chief Education officer (CEO), Principal DIET and Zonal Education Officer (ZEO)s concerned would prepare transfer, posting proposals within three days from the issuance of the order and shall submit the same before Divisional Level Committees comprising Director School Education, Joint Director Elementary Secondary Education and CEO concerned.
The Divisional Level Committees after making necessary scrutiny, recommendations shall submit the proposal to Administrative Department within seven days from the issuance of this order.
After the concurrence of Administrative Department, concerned Director School Education shall issue the transfer and posting orders.
The Committees constituted shall have to adhere to certain parameters and guidelines, while preparing transfer posting proposals.
To make the process of transfers and postings fair and transparent, the district would be divided in four zones defined depending upon the location/ topography/ accessibility of Schools from the residence of the official, officer to be posted. These include Schools falling within distance of 15 KM by road and/ or within distance of 02 KM on foot, Schools falling at a distance of 15 – 40 KM by road and within distance of 02 KM on foot, Schools falling at a distance of more than 40 KM and/ or at a distance of 02-05 KM on foot and Schools falling at a distance of more than 05 KM on foot (extremely difficult or snow bound areas).
While making transfers and adjustment, the preference as far as possible shall be given to persons with disabilities, persons suffering from terminal disease, persons who are posted out of the district of their residence or in Zone D within the district of their residence and having completed the tenure, Females and Persons retiring on superannuation within two years
The district and divisional Level Committee may also examine the cases of officers and officials serving in extremely difficult areas and having completed the stay of more than one year with satisfactory performance for their posting near at the places of their residence.
