SRINAGAR: Demanding impartiality while dealing with various private diagnostic clinics in the valley, the Private Diagnostic Centres Association has accused the state health department of favoring various establishments owned by certain blue eyed and highly influential doctors.
The Association has called for uniform regulation of the centres and accused that rules in case of some blue eyed clinic holders were being bent where as clinics owned by ordinary unemployed youth were being asked to get themselves registered without giving them relaxation in the norms.
They said the authorities were harassing them on one pretext or the other in a bid to discourage them so that the businesses of certain influential people flourish.
New approach should be based on merit, honesty and integrity. No personal favorites, blue eyes boys or juniors should be given change of vital administrative responsibilities by appointing them through back doors, said secretary general Private Diagnostic Centres Association.
Quoting the judgment of High Court, he said, Recent Division Bench orders of J&K High Court is clear in this regard that private sector is so vital to our health needs and it should be given every possible help and encouragement by the government so that they can sustain themselves and consequently improve their quality and health care.
He said that any changes sought by the authorities in the health sector should be thoroughly discussed by the government with the representatives of the various private sector associations before implementing them, adding Nobody should be given the de-facto powers to harass or malign these establishments as has been seen in recent past.They should not be picked up as soft targets and subjected to various forms of harassment.
Another member of the association said, Nobody has a right to interpret the existing laws and rules unilaterally. This would be grave injustice to those people who have invested their life savings into it and created thousands of jobs for themselves and others besides doing commendable work. The rates charged in the private sector for various investigations are the lowest in the country. It is not our aim to deny that there may be some black sheep in this sector who may be unethical and dishonest or non-professionals in discharging their duties.
The association demanded that it should be left to the association to keep a watch on such elements and Isolate them. Besides every establishment or clinic should be required by the authorities to get a N.O.C. from their Association before applying for registration, adding, This will take a lot of burden off the government authorities if they are really honest. In this regard the Association should also serve the humanity in an impartial manner. (KNS)
