PDP Will Crumble Under Its Skulduggery: Omar

‘Powerful Panchayat Raj commitment of NC-Congress coalition ’

POONCH/RAJOURI – The working President of National Conference Omar Abdullah on Monday said that PDP would crumble under its own skulduggery adding that falsehood and deceptive politics does not hold ground for long.

“The frustration of PDP leadership is visible through their statements and baseless propaganda against NC-Congress coalition”, said Omar Abdullah while addressing Panches and Sarpanches in Rajouri and Poonch while adding that the masters of conspiracies and power hungry lot have anticipated their party’s doom.

“I want to ask anyone who is from the opposition to ask your leadership about the bill they passed in the assembly in 2005” asked Abdullah adding“ In 2005 to supersede the Panchayats and to make them their stooges and puppets they introduced a bill under L.A.Bill No. 2 of 2005 to amend the Chapter 2 section 9 of the Panchayat Raj Act 1989, which stated that the powers will vest in the government to dissolve the then elected Panchayats”

The plotter of the bill wanted to put the entire Panchayat Raj System at the disposal of the mercy of the government whereby destroying the basic fabric and intent of the grass root democracy” said Omar “The governor did not give the bill an assent because we opposed it by saying that it is anti-people, anti-Panchayat and anti democratic” he added

“It surprises us that the same party today is talking about empowerment of Panchayats by hoodwinking the people and spreading false information while as they have all along been an impediment to the election, devolution and empowerment of the grass root democracy, Mufti wanted to give powers to the government to dissolve Panchayats in his rule” said Omar adding “They wanted that if the Chief Minister didn’t like your working, or you didn’t agree to him didn’t help them in their nefarious designs they would dissolve you anytime without any reason just by a stroke of a pen” said Omar “Today they talk about empowerment what happened to their hallow slogans when they had the government, why didn’t  they talk about strengthen the Panchayats but in turn passed a bill to weaken you” he added.

They (PDP leadership) have miserably failed to deliver when they headed the government; it is now useless for them to weep over the spilt milk”, he said.

“This party’s (PDP) report card is so dim and dark and full of anti-people commissions and omissions, that they feel embarrassed when they look towards it as such indulge in blame game and false propaganda”, he said and asked Panches and Sarpanches to vote amass in favour of NC-Congress joint candidates to help flourish Panchayat Raj in the State and empowerment of panches and sarpanches.

Addressing large gatherings of panches and sarpanches at Poonch and Rajouri, the working President of National Conference reminded them of the strong opposition PDP made to the holding of Panchayat Elections in the State. He said this party was against the creation of Panchayat Raj in the State and put hurdles whenever they got occasion to derail Panchayat Election and empowerment of panches and sarpanches.

“They are shedding crocodile tears to show concern for Panchayats, when actually they opposed tooth and nail the holding of Panchayat Elections in the State raising different speculations and advocating various reasons”, he said and questioned how PDP could be friend of panches and sarpanches when it was against their very existence and tried its best to derail the Panchayat Raj creation process?

“How a party (PDP) which was against your existence could be your friend”, he asked the Panchayat members adding that deceptive politics and using the card of region and religion is handiwork of PDP leadership. He asked them to beware of the tricks of PDP aimed at dividing them and sabotaging the process of strengthening and empowering panchayats in the State.

“NC-Congress coalition has rejuvenated Panchayat Raj in the State after over 30 years. We have transferred powers and funds to you. You are to us just like children to parents. Our desire is to develop you and ensure your sustainable growth and strength. Empowerment of Panchayats is our policy and commitment”, he said adding that a powerful and viable Panchayat Raj is only assured under NC-Congress coalition as both parties share the principle of empowerment of grass root democratic institutions.

Omar Abdullah said those who talk of democracy today damaged the institutions during their tenure and made them non-functional. “Those (PDP leadership) who talk of RTI Act now, did not allow J&K State Information Commission to be created during their time. They made Accountability Commission dysfunctional and torpedoed every institution functioning in the State for bringing in transparency in government functioning”, he added.

This party (PDP) has started yet another tactics to approach NC and Congress panches and sarpanches separately and try to lead astray them on false pretexts to get their support. He said the workers of National Conference and Congress are wise enough to get astray by PDP machination.

 “We do not use different cards for political gains. Our policy is lucid and clear for the development and peace of the State”, he said coalition is also for empowerment and welfare of women in the State as such, it fielded a women candidate in Jammu province to exhibit its resolve in this regard. Asking the panches and sarpanches to vote NC-Congress joint candidates for MLC seats Omar said “They are your own candidates, their working will be with you and their funds will be on your disposal” adding “Victory of coalition candidates is the victory of people” said Omar
