SRINAGAR – Divisional Commissioner Kashmir Dr Asghar Samoon Tuesday said that the state government received funds for opening of juvenile homes in the Valley from Prime Ministers Office (PMO) after the 2010 summer unrest.
The PMO released funds for opening of juvenile homes after some minors were detained by the police who were involved in stone pelting. Then Union Home Minister P Chidambaram used to come here frequently those days, said Samoon, who was chief guest at the launch function of Mariam Welness Center here.
The Center has been launched by the HELP Foundation to tackle issues relating to mental health and its allied problems.
Samoon said that detention of minors was not a solution to stone pelting. Instead I told the police then also that the parents of such minors should be punished. A 9 year or a 10 year old boy doesnt know what he is doing. It is his parents who are responsible for this, he added.
The Inspector General Police Kashmir Range, SM Sahai who was guest of honor on the occasion offered all type of help to HELP Foundation from his department to run the center successfully.
Police is running a drug-de-addiction center in the PCR Srinagar. However, it isnt possible to treat female abusers there. I wish HELP Foundation opens a center for females. We would provide all types of assistance to the HELP Foundation for running the center successfully, he said.
The IGP congratulated the head of Police Drug De-Addiction Center DSP Manoj Pandita and Valleys only clinical psychologist Dr Muzaffar Khan for running the center successfully.
I congratulate the Drug De-Addiction Center team particularly Dr Khan who stayed back in Kashmir to help his brethren here and rejecting a lucrative job offer in Bangalore, Sahai said.
