MLA Seek Probe Into Illegal PRC Certificate Issue

No Question Of Settling Non-State Subjects In JK: Govt Srinagar – Demanding a full-fledged probe into alleged settlement of non-state subjects in Jammu and Kashmir, former minister and Peoples Democratic Forum chairman, Hakeem Muhammad Yasin, Thursday joined issue with the revenue minister, Raman Bhalla, on the latters claim that issue of permanent resident certificates in favour of non-state residents was out of question. Talking to local news agency, KNS, Hakeem Yasin said that during his stint as revenue minister he had received complaints of 500 illegal state subject certificates. At least 137 such certificates were found to be illegal and cancelled. A judicial commission headed by Justice A Q Paray was set up to probe the issue. I dont know whether it had submitted its report to the government and whether any further action was taken on it, he told KNS. Terming the alleged issue of Permanent Resident Certificates to settle non-locals here as extremely serious, Hakeem demanded a thorough investigation into the domiciles of those living in authorized or unauthorized colonies that have mushroomed both in Jammu and in Srinagar. He asked the NC-led coalition government to take cognizance of the recent reports and initiate effective steps to alley the misgivings among the people by ensuring that illegal PRCs were not issued to non-state subjects. Hakeems demand assumes greater significance in the backdrop of recent reports of alleged attempts to change the demographic complexion of the Muslim-majority state by settling non-state subjects here. The Hurriyat Conference (G) chairman, Syed Ali Shah Geelani; the UJC chairman and Hizbul Mujahideen supremo, Syed Salahuddin, and several other separatist leaders, have expressed grave concern over the reports. Earlier, in an exclusive interview to KNS, the revenue minister, Raman Bhalla, categorically ruled out the possibility of issue of state subject certificates in favour of any non-locals. The question of issue of such certificates does not arise at all and nobody would be allowed to settle in the state, he said. Bhalla said the government had already set up a high-level and empowered committee to go into such cases. In the event of any such case coming to its notice, the same would be thoroughly investigated and suitable action under the state law taken. KNS
