SrinagarThe Jammu and Kashmir High Court has directed Commissioner Secretary Technical Education and Youth Services Sports Department to take a decision to facilitate availability of all sports facilities in observation homes in Kashmir Valley.
Hearing a Public Interest Litigation, a division bench of Justice Mohammad Yaqoob Mir and Justice Ali Mohammad Magrey passed the directions after hearing Mrs. Mokshah, additional advocate general, appearing on behalf of J&K State Sports Council, who submitted that for providing sporting facilities to the inmates of the Orphanages matter has been taken up with the Commissioner Secretary Technical Education and Youth Services Sports Department on 27 November this year because for providing sporting facilities an amount of Rs.2.00 lakhs approximately is required.
Commissioner-Secretary to Government, Technical Education, and Youth Services Sports Department is required to take a decision on the basis of the recommendation for releasing the requisite amount so as to enable the concerned to provide sporting facilities in the Orphanage, the court said.
The court has already directed authorities to remove all deficiencies as regards facilities being provided to inmates in orphanage and observation homes in the Valley.
The court was hearing a PIL, initiated on the basis of a news report in 2013. The news report had highlighted that the basic rights of the children had been denied to them and they were suffering from anaemia and other serious medical ailments. It also revealed that authorities were forcing the children to do menial jobs like washing clothes and sweeping floors.
