Srinagar: The State Human Rights Commission has termed as shameful the state government relief of Rs 25000 to a person who lost his leg to a mine blast in 1996. Zakir Hussain son of Mohammad Maqbool Sheikh of Prada Karnah Kupwara had petitioned the Commission, seeking adequate compensation. He was ten years old boy when the incident happened.
Government and army both have accepted that (Zakir) has suffered the injury in mine blast. Government also accepted that the person is innocent. I have seen him and also perused the disability certificate, one of his leg is amputated below knee and another leg is mutilated due to injury, Justice (Rtd) Bilal Nazki, chairperson SHRC, said in an order.
It is shameful that the government has paid relief of only rupees twenty five thousand to the person who lost his leg, the SHRC said and directed the government to pay a compensation of RS 3 lakhs to Zakir in addition to Rs. 25,000 already paid as ex-gratia.
The commission said that the order be sent to Chief Secretary and Principal Secretary to Chief Minister so that the matter is also brought to the notice of Chief Minister.
Meanwhile, disposing of another petition filed T. Duryodhana Reddy, advocate in respect of local people of Shopian, the SHRC ordered Rs 4500 compensation each to ten persons injured in the blast.
The SHRCs direction followed a report by Deputy Commissioner and SSP Shopian that ten people were innocent and magisterial enquiry was also conducted which also substantiated that these people received injuries.
According to the report of SSP Shopian all the ten people received injuries, which were minor according to the doctors who treated them. ACR Shopian is present who submits that none of the injured was given any ex-gratia. In these circumstances I direct Dy. Commissioner Shopian to pay relief of Rs.4500 to each
