Jammu: In a major step which clears the last roadblock in rolling out the ICPS in J&K, the State Government Wednesday constituted the Selection-cum-Oversight Committee, which is primarily an apex body for monitoring and evaluation of the integrated child Protection Scheme (ICPS). This Committee also has the mandate for the formation of Child Welfare Committees (CWCs) and Juvenile Justice Boards ( JJBs) in the State.
In a notification issued by the Government today under the SRO 75, former judge J&K High Court Justice (R) Hasnain Masoodi has been appointed as Chairman of the Committee while as Mission Director ICPS Talat Parvaiz as the Member Secretary. Prof Anisa Shafi, Arti Bakshi, Iqbal Lone and Rajiv Khajuria have been appointed as members of the Committee.
Pertinent to mention that J&K was the only State in the country which had not implemented the ICPS, a centrally sponsored flagship scheme supposed to be implemented eight ago. But because of inadequate J J system, immediately after formation of the 2013 JJ Act, the Scheme got implemented in the State and from 2013 till date the Scheme was not rolled out without any substantial roadblock.
The current Minister of Social Welfare took keen interest in child protection regime in the State, and cleared all roadblocks to pave way for the full implementation of the ICPS.
Due to the conflict in the State, the JJ system which attends to the children in conflict with law, and children in need of care and protection will be take care through this comprehensive system.
The move has been welcomed by the social development sector in J&K. Sofi Gowhar mehmood, a child rights activist while talking to KNS said it is almost after a decade that our fight for the rights of children yielded results. Now onus lies with the civil society actors and social welfare department to implement ICPS in partnership with each other to fulfill the purpose of this scheme, he maintained. (KNS)
