Kidnapping RTI Activist: Court Raps Police Over Inaction


Jammu: While coming down heavily on police for inaction, a Jammu court has directed police to register and FIR against Hilal Ahmed Rather, the son of National Conference leader and former Finance Minister Abdul Rahim Rather and six other accused for ‘intimidating, abusing, thrashing and kidnapping’ an RTI activist Dr Rehmantullah Khora of Doda region.

The Court also castigated Station House Officer Trikuta Nagar and In charge Police Post Bhatandi for not registering a formal case against the accused despite entertaining the application of the complainant.

The Sub Judge Jammu, Kusum Pandita, directed police to register a formal FIR against the Partner, Owner and Director ‘Paradise Avenue’ Hilal Ahmed Rather and other partners and employees of the company including Ghulam Muhammad Bhat, Dr Rizwan Rahim Dar, Daljit Wadhera, Tarseem Singh Jamwal, Manzoor Ahmed Wani and Mudasir Ahmed.

The court acted upon the complaint filed by an RTI activist Dr Rehmantullah Khora in which he alleged that all the accused led by Hilal Ahmed Rather not only confined him illegally in a dark room for 9 hours but also tortured and thrashed him.

“Before my release I was kept hungry, beaten up, abused and made to sign and speak on scripted lines before the mobile camera certain incriminating statements, which are totally false but just to extract to benefit the accused,” the Complainant in his petition to the court has said.

 “Complainant learnt about the shabby affairs in ‘Paradise Avenue’ Bathindi, and moved an application under RTI to Jammu Development Authority (JDA) and then to Jammu Municipal Corporation (JMC) which provided all the records and after thoroughly scrutinizing and verifying the contents, Complainant found many serious illegalities and irregularities.”

 “Irked by my activities, the accused Hilal Rather who is a partner, Director and owner of the “Paradise Avenue’ sister concern of ‘Simula Global Group Companies’ and his partners abducted me and lodged me in a dark room. Besides, torturing me, my mobile phones were snatched away. All the accused pounced upon me.”  

“They tried to take off my clothes to shoot a naked video of mine. I begged before them and sought forgiveness. Hilal Rather warned me of dire consequences in case I continue seeking information under RTI against him or his father or any National Conference politician. After an ordeal of 9 hours I was released,” the complainant said adding that despite informing the police, they didn’t initiate action against the accused.

Taking serious note of the complaint, the Sub-Judge Jammu asked police station Trikuta Nagar to immediately register a formal case against the accused and submitted the report of the same before the within next three days.
