Srinagar: State Human Rights Commission (SHRC) has taken suo moto cognizance of two news reports published in different Dailies captioned: ‘In J&K 60% disabled population never attend any School’ and ‘Year on, Gowhar Nazir’s family awaits justice.’
In the first case relating to disabled persons, Chairman State Human Rights Commission Justice Bilal Ahmed Nazki has issued notice to the Principal Secretary to Government School Education and has directed him to file a detailed response within four weeks before Commission while in the case of Gowhar Nazir’s death, SHRC has asked Deputy Commissioner Srinagar to file a detailed report within two weeks before the Commission.
A local daily quoting Census department had reported that as many as 2.1 lakh differently-able persons in Jammu and Kashmir have never attended any school while another 1.3 lakh have dropped out of the schools in the last decade. The report had said that there are about 3.6 lakh disabled people in the State in all age groups.
Of these, 210194 (58.2 %) never attended any school, 130910 (36.24 %) dropped out of schools in the last decade while 150959 attended education institutions at any point of time.
In the case of Srinagar youth Gowhar Nazir, there are reports that despite the report submitted by ADC Srinagar, no action has been initiated against the accused CRPF personnel.
The family of Gowhar Nazir Dar of Zainakote locality who died after a teargas shell fired allegedly by CRPF hit his head in November last year had demanded that the probe report of the killing should be made public.
“Authorities had ordered a magisterial probe into the killing of my son who died in CRPF action last year. Additional Deputy Commissioner Nazir Ahmed Baba was appointed inquiry officer. We produced 18 witnesses before the inquiry committee who all held CRPF guilty of killing my son. Even after the expiry of a year, government is mute over the outcome of the probe report,” Nazir Ahmed Dar father of Gowhar Nazir told CNS. “Neither the government wants to inform us nor is it ready to make the findings public. This is sheer injustice with us,” he said. Additional Deputy Commissioner Nazir Ahmed Baba said “I completed my job and submitted the probe report to the government. The report is with the Home Department and it has to take a call on it,” Baba said. (CNS)
