JAMMU: A resident of Raipur Domana, Jammu Attar Singh son of Ram Singh has lodged a complaint to Ms. Mehbooba Mufti Chief Minister, J&K State for holding an inquiry against Dr. Koushal Kumar Sharma (KPS) Former SSP Vigilance Organization, Jammu who according to the complainant has allegedly encroached State/Shamlat Land measuring 4 Kanals falling under Khasra No.55 situated at Gurha Brahmana (Domana), Jammu and has kept the same in the name of his wife who is a Lecturer in Higher Education Department. The complaint further says that the SSP concerned has also encroached the adjoining land of common Rasta/Path and has fenced it and Tehsildar Settlement Jammu has issued illegal fard intikhab of the said land in order to confer undue benefit to Dr. Koushal Kumar Sharma.
It is further alleged in the complaint that nature of some portion of the land is Gair Mumkin Khad and without getting the plan approved from JDA/Municipality the Former SSP VOJ has constructed a building valuing Rs.5.00 crores.
It is further alleged that the records of the land meant for grazing cattles and fodder has been manipulated and fabricated by Tehsildar Settlement for facilitating its transfer in favour of the SSP VOJ and this was done when Dr. Koushal Kumar Sharma was posted as SDPO. The said complaint has also been forwarded to the Chief Secretary J&K State, Financial Commissioner (Revenue) J&K, Principal Secretary (Home), Settlement Commissioner J&K, Director General of Police J&K, Registrar Accountability Commission, Registrar State Vigilance Commission and Divisional Commissioner, Jammu.
Taking prompt cognizance of the complaint, the Settlement Commissioner, J&K vide his No.CSLR/PS/533 dated June, 20, 2016 directed Regional Director, Survey and Land Records, Jammu (Ex-Officio Settlement Officer) to submit a report within a weeks time positively. The Regional Director Survey and Land Records, Jammu vide his No.RDS &LR/J/16/125-26 dated June, 22, 2016 directed Sub-Divisional Magistrate Jammu (North) to get the matter enquired by visiting the spot personally and seeking details of the land under physical possession alongwith Map (Dasti Khaka). The SDM North, Jammu has also been asked that the approved plan be also procured in order to reach to the final conclusion. The inquiry officer has also been asked to peruse the relevant records and the enquiry report be submitted within 3 days as desired by the Settlement Commissioner J&K. (CNS)
