Srinagar: The Civil Secretariat Employees Coordination Committee has requested the Honble Chief Minister, Mehbooba Mufti to look into the genuine issues of the Employees.
In an emergency meeting held here today, the Civil Secretariat Employees Coordination Committee cautioned the Government for its non serious and delaying approach to solve the genuine grievances of the Secretariat Employees with regard to Pay Anomaly, Career Progression and Cadre Review.
The Committee had been assured by the former Chief Minister, late Mufti Mohammad Sayeed that issues put forth by the Secretariat Employees for resolution will be given due consideration and Government will initiate action to resolve these at the earliest. Meanwhile, the Committee also took up the matter with the Honble Deputy Chief Minister, Honble Finance Minister and other Cabinet Ministers may times. However, despite repeated assurances from the Ministers and officers, no concrete forward movement to address these issues has been seen, following which the Civil Secretariat Employees Coordination Committee decided to boycott the Budget Session.
In response to the boycott call, a meeting was called by the Chief Secretary with the Civil Secretariat Employees Coordination Committee in which Financial Commissioner Planning, Principal Secretary to Chief Minister, Commissioner Secretary GAD/ Law and Director Codes were also present.
During the deliberations in the meeting, it was assured to the representatives that
Removal of pay anomaly/disparity will be taken to its logical end.
Cadre review at the level of Non Gazetted level recommended by Establishment Committee pending in the Finance Department shall be given concurrence
Cadre review of Class IV employees returned twice by the Finance Department with some observations shall also be called back and cleared by the Finance Department
Creation of Senior Scale Stenographers/ Senior Assistants will be addressed in the career progression/cadre review.
Career Progression/Cadre review and amendment of rules shall be addressed
Filling of available slots for induction in KAS from Under Secretary (P) and Private Secretary of Secretariat Cadre would also be given due consideration in time frame.
It was decided that next meeting shall be held on 4th of 2016 in this regard.
However, keeping in view the developments with regard to the above mentioned legitimate demands, it seems that Government is not fully committed in true spirit and rather least interest to resolve these demands. It has also been felt that some of officers at the helm of affairs are deliberately sabotaging these issues. The files/representations in this regard have also been got misplaced or dumped.
The Civil Secretariat Employees Coordination Committee is now requesting the Honble Chief Minister to direct the concerned to resolve these long pending issues.
The Civil Secretariat Employees Coordination Committee resolved that in case, nothing concrete comes out within a week to resolve these issues, the Secretariat Employees will have no option but to go for protest which will also hamper the normal legislative business. (KNS)
