CMS to check food grain pilferage: Zulfkar Ali

SRINAGAR: Government is in the process of devising Supply-Chain Management System (SCMS) to check the pilferage of food grains coming from Food Corporation of India (FCI) to the state, Minister for Consumer Affairs and Public Distribution, Chowdhary Zulfkar said here today.

He directed the National Information Centre (NIC), the executing agency, to expedite the work on developing the system so that the amount of food grains leaving FCI and reaching to state godowns can easily be tracked.

During the meeting, the Minister was informed that SCMS is one of the important components of Electronic Public Distribution System (EPDS) that CA&PD is incorporating to keep track of the entire distribution system and ensure zero percent pilferage.

The Minister directed the constitution of a high level committee consisting of Secretary Information Technology (IT), Secretary CA&PD, Director NIC and Director Finance to monitor the progress on SCMS and EPDS. The committee would be headed by the Secretary IT.

The Minister also directed all the agencies including SRTC and the oil companies to install the GPS trackers within a month on the vehicles that ferry food or petroleum products for CA&PD department. A control room would also be set up to monitor the movement of the CA&PD trucks and oil containers in entire state.

During the meeting, it was also decided that Point of Sale (PoS) machines would be installed on pilot basis at Samba, and Kulgam, where Aadhar seeding is on the higher end.

The meeting was attended by Secretary CA&PD, Shafiq Raina, Secretary Information Technology, Hilal Ahmad Parray, Director CA&PD Kashmir, Peerzada Mushtaq Ahmad Shah, Director CA&PD, Jammu G.S Chib, State Information Officer, NIC Abhay Kumar, Project Coordinator, NIC Sunil Kumar, Deputy Director Planning, and Director Finance.

Earlier, the Minister also had a meeting with the concerned officers regarding the construction of Government Degree College, Budhal in Rajouri district and macadamization of roads in Darhal Assembly Constituency. Taking a strong note of missing the deadline of completion of the building due to be constructed by October 2014, the Minister directed the Chief Engineer R&B to complete the entire building by the end of this year.

Besides, the Minister also directed starting of macadamisation of roads from July 29 in Darhal Assembly Constituency.
