Posts meant for militancy affected should be kept reserved: Govt


Srinagar: The state government on Tuesday directed all administrative departments to ensure that the posts meant for people affected by militancy under SRO-43 are kept reserved for them. 

The SRO-43 of 1994 provides for immediate financial support to the family or NOKs of deceased individuals, killed in militancy related incidents in the form of government Jobs or cash compensation in lieu thereof.

On the basis of inputs of the administrative secretaries regarding availability of Class- IV posts in different departments, government issued orders (No.42-GAD of 2006 on 09-01-2006 and 964-GAD of 2009 on 25-07-2009) where under Class-IV posts were kept at the disposal of Deputy Commissioners for settlement of SRO-43 cases except for the cases which require relaxation as provided in SRO-43.

“It has been noticed that some of the departments have utilized these posts for adjustment of candidates outside the purview of SRO-43. Such delinquency not only causes inordinate delay in final settlement of these cases, but has also led to litigation and defeats the very purpose of this scheme,” Gazzanfer Hussain, Commissioner Secretary to the Government said in order.

“It is, therefore, impressed upon all the Administrative Departments to strictly adhere to the guidelines issued in letter and spirit and ensure that the posts reserved for settlement of SRO-43 (militancy related) cases are kept reserved only for such purpose,” the order adds.
