Decoding the Cause
After Tripura High Court, the Government of Jammu & Kashmir came into action, enforcing blanket ban on private tuition practices by government teachers, evoking a mixed response from different segments of society. Some hail it as a wise, power pack, pragmatic and a historic decision, while others label it is ambiguous, irrelevant decision taken in haste. The present education system has become a battle of ideas between government and the teachers enrolled with it.
Government v/s Teachers
Both are asserting to ensure the high quality standard of education system, but modus operandi is different. The government believes that government teachers should utilize their energy towards their prime responsibility (to teach at real schools, not at dummy one) with complete attention and dedication. The teachers say that they are deprived to express their potential beyond their mandatory duty. But the point which is often missed in these kinds of debates, is how much both parties have succeeded in delivering first line responsibilities infrastructure and success rate. Both parameters are far below in respect to private institutions. Now the question arises who is culpable?
Professional V/s unprofessional
The order of banning private tuitions by government teachers evoked a new debate on professional’s and unprofessional’s.In universally accepted norm ,the professional is one who has gone through rigorous training and practice sessions to reach a stage of excellence where one holds good command over the specified subject. But in context of tuitions, it is very hard to demarcate the line between these two, as the students keep different perception. Here I dont want to go deep inside, to debate professionalism and its counterpart. The government teachers claim that unprofessional, incompetent and ineligible ones (the one who were rejected through selection process) will find niche and that will have a negative impact on the education system of the state. But here Im not able to understand one thing; why private schools success rate is higher than government run institution’s? Often they are taught by one who is ineligible (rejected through selection process or in search to find government job) .
It is a biased part of their arguments that market will be flooded by incompetent or a ineligible successors. Today state has a plethora of intelligent, hardworking and dedicated aspirants graduated from various institutions of country like IISC, IIT, JNU ,AMU,BHU,JH,JMI and various others reputed national and state institution. I believe that this intelligentsia can take quality and standard of education to new heights, if given a chance to show their skills.
Poor V/s Rich
Every parent has a burning desire to keep high quality and standard education for their children. A common remark by parents in contemporary society is which dummy school (tuition centre) is better off. It seems that tuition has become a essential part and parcel of our education system and every parent tries their best to get their children to attend tuition classes.
It is not that parents are encouraging the tuition phenomena, but it is the fear that their children would lag behind and also they want to provide the best education for their children.
The sad part is that poor parents cannot afford this. They are helpless before the status quo as present quality of education in majority of government run schools is poor. The poor students have become victims of the system as they cannot afford tuition and are unable to catch with their peers. These students end up as dropouts or poor performing students, just because equal opportunity is not given to them or it’s not within their reach. It seems quality education has turned to be a privilege of few in present education system.
The system demands complete overhauling not only in structure but also in perception, mindset and customs. Any normative order or regulation cannot change the system unless the order or a regulation is studded with moral and social acceptability. All stake holders have crucial role to play, there is no room for complacency. The government has to keep necessary and quality standard infrastructure in place, teacher has to deliver best at real schools and forget dummy ones. These measures can obviate the culture of dummy schools from the minds of parent and student and will pave way for nuisance free environment.
