The Union Finance Minister Arun Jaitley while presenting the 2015-16 Budget on 28th February announced that Union government would set up institutes on the lines of All India Institute of Medical Sciences in five states, Jammu and Kashmir, Punjab, Tamil Nadu, Himachal Pradesh and Assam. And immediately Dr. Jatinder Singh MOS in the Union Government went further and said that the AIIMS for J&K will be set up in Jammu region. It was just a day after that on 1st March that BJP-PDP government was also sworn in Jammu and the Agenda for Alliance laid down for setting up a super specialty, AIIMS in the Valley. No one would believe that the agenda for alliance was drafted only during the midnight of 28th Feb- 1st March and hence the BJP MOS had made the statement before 1st March that AIIMS was for Jammu region. Still there was time to apply corrections and handle the issue with wisdom without letting it become a divisive issue.
Jammu AIIMS Co Ordination Committee supported by all political parties other than BJP (and PDP) did not withdraw its 72 hr region wide strike w.e.f 31st July even after a press statement was issued by Union Health Minister on 30th July saying :: “The Health Ministry is setting up an AIIMS in Jammu and Kashmir and will provide similar facilities of AIIMS in both Jammu and Kashmir regions,”. The co-ordination committee wanted Government to say in simple words that two separate AIIMSs will be established one each in Jammu and Kashmir regions. The government did not do that and hence those agitating have accused the government of making guarded statements.
Conditions prevailing now suggest that in the cause of peace and harmony in the state it would be prudent for the government to announce two separate AIIMSs one each for Valley and Jammu.Mr Jaitlay said on 28th February that Bihar will also have a second institute modelled on AIIMS keeping in view the need to augment medical services in Bihar.
So with the conditions prevailing J&K are no different from Bihar. And not only this ,in case people from Kashmir Valley press for setting up of IIT and IIM like Jammu region in the Valley as well, the same should also be accepted without letting another agitation take birth. This much extra price will have to be born by Union even by establishing one AIIMS,IIT,IIM each in Jammu and Kashmir Vin the over all interest of peace.
Some people have recently opined that two AIIMS can not be established in one state, where as the position is otherwise. Clause-5 and Clause -13 of the All India Institute of Medical Sciences (Amendment ) Act of 2012 effective 12 Sept 2012 amending Section -3 & Section-12 of the principal Act ( 1956) no where restrains GOI from establishing more than one AIIMS in one state. Clause -7 amending Section-5 makes it further clear.
More so institution like AIIMS would be yielding recurring benefits to the common masses each new day in addition to improving the quality of health care.
Whereas institutions like IIT & IIM would not be benefitting the masses on the whole and would be directly benefitting only a few. Hence AIIMS has to be given first choice by the people .
No doubt the Institutions like IIT,IIM and AIIMS would be central institutions and would be governed by national level policies on recruitment and reservations in services & admissions like 27% of the seats for NC-OBC, 15% for SC , 7.5% for ST , 3% seats reserved for Differently Abled (DA) candidates in IIM.
