Srinagar: Various government owned corporations which could have otherwise proved to be good revenue earners for the state exchequer have been left to the mercy of non-professionals and incompetent and under qualified officials.
The organizations like J&K Handloom Development Corporation, J&K SICOP, J&K Cements, J&K SIDCO, J&K Agro Industries Development Corporation, J&K Housing Board, J&K Handicrafts Development Corporation and many other organizations have been reduced to rehabilitation centers, local news gathering agency KNS said.
Many organizations and corporations are either run on adhocism with officers holding additional charge or some junior level officers were given out-of-turn promotions while throwing the rules to the wind. So much so a very important centrally sponsored project- the Sarva Shiksha Abhyan (SSA) aimed to promote rather impart elementary education and build infrastructure is run by an ineligible person, a senior level officer said.
Interestingly, a mechanic has been appointed as a project director, a matriculate has risen to the level of Managing Director in J&K Housing Board and an officer of Law Department was posted as MD of Agro Industries Development Corporation.
They have made a complete mess of the important organizations and corporations as the ministers in charge of the corporations have brazenly violated the norms and regulations by appointing incompetent, ineligible and corrupt officers as heads of the organizations and corporations a senior suppertime scale KAS officer told KNS.
The officer said whether it is Jammu and Kashmir Cements, SICOP, SIDCO, Agro Industries Development Corporations, the state government has posted ineligible and incompetent officers as heads of these organizations-the posts that were once held by senior IAS and KAS officers or for that matter the officers of the level of chief engineers as the case may be.
He said in a typical case of nepotism, the government promoted a person who happens to be a simple matriculate to the post Managing Director over a period of time.
It merits a mention here that the post of Managing Director in Housing Board is equivalent to the Chief Engineer and has always been held by a technical person of the level of Chief Engineer or equivalent.
Another senior officer in secretariat said that in this case an unprecedented change was effected in the hierarchy of the Housing Board in 2007 by virtue of which the post of Deputy Secretary was created only to accommodate the blue eyed official who was latter promoted as Secretary and is now holding the charge of MD.
