JAMMU- Minister for Finance and Ladakh Affairs Mr. Abdul Rahim Rather today informed the House that Government would fill up about 80,000 vacant posts through fast tract recruitment in the coming two years adding that in this regard a Special Consultant has been engaged to assist Service Selection Recruitment Board (SSRB) in the recruitment process.
Replying to the supplementaries raised by some members, the Finance Minister said that fundamental objective of new recruitment policy is to reduce exponential growth of Non-Plan expenditure which is effective for the posts advertised after 1st November, 2011.
The Finance Minister said that SSRB is proceeding in a speedy manner by advertising posts, notifying, conducting written exams and holding interviews in a time bound manner. He said as regards the promotion quota vacancies, instructions have been given to all Departments to hold DPCs in a time bound manner.
Mr. Rather said that pursuant to a cabinet decision, a Standing Committee has been constituted to examine the modalities for the proposed future recruitments against Class IV, III and other Non-Gazetted posts in an a fixed salary mode in order to reduce the exponential growth of salaries and connected Non-Plan expenditure. He said the recommendations of the Standing Committee for adoption of the New Recruitment Policy were accepted by the Government and accordingly Government Order and SRO were issued.
Mr. Rather said the New Recruitment Policy is designed to reduce the Non-Plan expenditure in respect of salaries. He said that for initial period of 5 years of service, pay of direct recruits shall be regulated as per fixed monthly salary. He said the direct recruits appointed under the New Recruitment Policy shall be entitled to the benefits under Medical Allowance Rules, Leave Rules etc. He said these appointments are governed by Rules of Probation, disciplinary rules and pension contribution under New Pension Scheme.
The Minister said that the direct recruits under the New Recruitment Policy shall be entitled to temporary move allowance on their posting in any move office. He said such recruits recruited shall also be entitled to washing allowance, uniform allowance/kit maintenance allowance and any other allowance whenever applicable.
Hike in old age, handicapped pension on cards
Minister for Social Welfare, Ms Sakina Itoo today informed the House that a proposal to enhance the rate of Pension in favour of old aged, handicapped persons of the state under National Social Assistance Programme (NSAP) is under consideration of the Government.
Replying to a question the Social Welfare Minister informed that 600 IGNOAPS and 170 NFBS cases of Batmaloo constituency are pending adding that the issue has been taken with the Central Government for allotment of funds.
The Minister said that Batmaloo constituency falls under the jurisdiction of Tehsil Srinagar, where Tehsil Social Welfare Office is already functioning. She, however, said that Government would consider seting up another Tehsil level Social Welfare office in Srinagar as at present Srinagar consisting of two tehsils.
